Anti-Bullying Bill of Rights Act Mandated Self-Assessment 2019-2020 school year
What is the Self-Assessment? The Self-Assessment rubric is a tool to help educate school staff on best practices for implementing the ABR and in assessing and improving our ABR programs. The School Safety Teams use the indicators contained in the Self-Assessment as a guide in order to fully implement the Anti-Bullying Bill of Rights Act in both Hillside and Brookside School.
The Process Building-based school safety teams met to evaluate the building s performance on the rubric supplied by the DOE. Principal and school safety team gathered evidence and determined a score. District Anti-Bullying Coordinator reviewed the scores.
The Rubric Core Element #1: HIB Programs, Approaches or Other Initiatives #2: Training on the BOE-approved HIB Policy #3: Other Staff Instruction and Training Programs #4: Curriculum and Instruction on HIB and Related Information and Skills #5: HIB Personnel #6: School-Level HIB Incident Reporting Procedure #7: HIB Investigation Procedure #8: HIB Reporting
Scoring Scores for the rubric were determined based on the following criteria: Does not meet the requirements = 0 points. Partially meets the requirements = 1 point. Meets all requirements = 2 points. Exceeds the requirements = 3 points.
The maximum score that a building can achieve is 78. The school district grade is the average of all of the scores from each school.
Hillside Elementary 74/78 Achieved maximum score in Core Elements 2, 4, 6, 7, and 8.
Brookside Elementary/Middle 74/78 Achieved maximum score in Core Element 2, 4, 6, 7, and 8.
District Average for 2019-2020: 74/78 points
In all core elements, every building scored either meets all requirements or exceeds the requirement.
2019-2020 HIB Investigations Total investigations: 2 0 of which are confirmed cases.
2019-2020 HIB Investigations All cases referred to the district were investigated. All cases were investigated within the timelines set forth in the law.
Public Reporting & Review of District and School Grade Reports School district officials are required to review the school and school district grades with the BOE at a public meeting. This will provide the BOE and the public with an opportunity to learn about the district s implementation of the ABR and address any concerns. The information from the self assessment can assist in the annual review of HIB prevention programs, approaches and other initiatives, as required in N.J.S.A. 18A:37-17a, and the annual review of the BOE s HIB policy, as required in N.J.S.A. 18A:37-15c.

During 2020-2021 We used the information from the yearly self- assessment to reinforce and strengthen our HIB prevention and intervention programs. The district implemented a newly developed district wide Social Emotional Learning (SEL) component at each grade level. SEL was taught by the Mental Health Specialists which included members of the CST as well as the guidance department. This initiative was supported by the Board of Education in hiring an additional Mental Health Professional (4 in total). 15
