6thUGC regulations on minimum qualifications for appointment of teachers in colleges put forwards CAS for their placements/promotions based on a Performance Based Assessment System (PBAS). PBAS envisages Academic Performance Indicators (API), based on teachers self assessment, for getting placements/promotions. The self assessment scores should be based on objectively verifiable records.
Category I : Teaching, Learning and Evaluation related activities and domain knowledge. Direct teaching include Lectures/Practicals/project supervision/field work Category II : Professional development, co- curricular and Extension activities. Detailing of activities permitted in case institutional specifications require, adjust the weightage without changing the minimum total API required under this category. Category III : Research and academic contributions The API score claim of each of the sub-categories in the Category III shall not have a cap except for the sub category of invited lectures/papers

Two options: A: The teachers shall be considered for promotion from one Academic Level/Grade pay to another as per CAS under these regulations B: The teachers shall be considered for promotion from one Academic Level/Grade pay to another under the UGC 6th regulations and its amendments with relaxations in the requirements of API based PBAS upto the date of notification of these regulations (ie upto 17/07/2018)
Exemption from scoring under Category I Scoring in Category II and III shall be as provided in 6th regulations with combined API score requirement for Cat. II and III Taken together There shall be no minimum API score requirement for Cat I and Cat II individually

1. Constitution of Screening and Evaluation Committee (SEC) For college teachers The Principal of the college Head /teacher in charge of Department concerned Two subject experts in the subject concerned nominated by VC from the University Panel of Experts. The quorum of this committee is three with one subect expert/university nominee
2. Preparation of self assessment cum performance appraisal proforma for teachers as per Appendix II Table 1& 2. 3. Inviting applications for placement from eligible candidates by sending a general circular twice a year. 4. Verification of documents in support of claim for promotion by IQAC. 5. The SEC on verification of grades secured by the candidate shall recommend to the board of Management (DCE) about the suitability of the candidates for the promotion under CAS.
Constitute IQAC as per the guidelines of NAAC and issue the detailed proceedings for every academic year. Constitute the SEC as per the clause 5.1 X of the regulations Invite applications from eligible teachers for placement under CAS as and when the DCE issue notification for the same.
Entrust IQAC for detailing the assessment criteria and methodology as per institutional requirements based on tables I & II of appendix II and issue proceedings of the same under ratification from govt. Complete the assessment process as per the criteria given in the clause 6 VII, 6.1 of the regulations. Record the minutes of the entire selection process, duly signed by all the members of SEC, forward to DCE along with the list recommendation of candidates and copies of supporting documents for final screening/selection and approval.
The IQAC shall act as the documentation and record keeping cell for the institution. It shall assist in the development of detailing of assessment criteria and methodology proforma . IQAC shall get, wherever feasible, the student feedback system and incorporate into the assessment criteria. It shall vet the applications submitted by the eligible candidates and verify the supporting documents in accordance with the regulations and assist the SEC to prepare the final recommendation to the DCE.

Step 1: college teachers shall submit Annual Self Appraisal Report (SAR). academic year along with documentary evidence. Step 2: after completion of the required years of experience for the promotion under CAS, the teacher shall submit an application. Step 3: A CAS promotion shall be granted as mentioned in clauses 6.4 of the regulations. the report should be submitted at the end of every
The criteria for promotion under CAS of 7th regulations shall be effective from the date of notification of these regulations. ( ie 18/07/2018) The criteria for promotions due under CAS of 6th regulations as per 7th regulations shall be effective from 18/09/2010 to 17/07/2018. The teachers may select any one of two options ( either A or B) to assess themselves under the PBAS for CAS placements as provided in clause 6.3 VII This option can be exercised only within three years from the date notification of these regulations ie before 17/07/2021.
The options are not inter changeable in between placements from one academic level to another Teacher shall submit the Annual Self Appraisal Report at the end of every academic year for assessment. Requirement of orientation/refresher courses for placements due under CAS shall not be mandatory upto 31/12/2018. A teacher shall submit his/her application for CAS promotion within three months in advance of the due date. The selection committee shall complete the entire selection process within six months.
Candidates who fulfill all the criteria for promotion mentioned in the regulation as on and till the date of notification can be considered for promotion from the date on or after the date on which they fulfill the eligibility conditions. For promotion under CAS, the applicant must be on the role and in active service on the date of consideration of the selection committee.
If the teacher successfully assessed, the date of promotion shall be from the date of minimum period of eligibility. If the applicant himself/herself finds a date as fulfilling the criteria and submit the application and is successful in assessment, his/her promotion shall be effected from the date of fulfilling the eligibility conditions. If the candidate does not succeed in the first assessment , he/she shall have to be reassessed only after one year. If such a candidate successful in the eventual assessment, his/her date of promotion shall be deemed to be the date one year after the date of rejection.
