(a)What would be effective mechanisms for inclusion of states that will enable geographic and poverty focus and ensure sustained political commitment Adequate baseline data to get poverty situation which will form basis for selection of state partners High level of advocacy of the state government to create understanding of the policy of the states in terms of poverty reduction Provide support for legislative advocacy to enforce deduction at source Support strategic planning to ensure effective alignment with the federal and COSOP Support knowledge management to showcase results between states

(b) What strategies could be used to deal with political changes at state level Serve as facilitator to improve synergy between federal and state partnership Awareness and sensitization at the local government level to obtain LGA buy-in Competitive recruitment to ensure competent and appropriate manpower Deepen community ownership of the programmes so that the drive for continuity comes from the community

(c) How to adapt the approach to programme delivery in post conflict states Carry out sensitization and awareness creation for stakeholders Carry out participatory conflict and needs assessment of the conflict areas Include periodic conflict mapping of conflict areas The political climate should be considered in design and implementation flexibility e.g conflicts areas, Electoral calendar/cycle. Adopt pilot projects methodology to ensure buy-in especially for post conflict states
