Document the efforts that a contractor, vendor, or consultant will make towards the state's goal to increase spending with small and diverse businesses Encourage collaboration between agencies and contractors on equitable public spending Can be used in a wide variety of procurement types and for a wide variety of work areas

According to the statewide 2019 disparity study by Collette Holt & Associates, the MWBE availability was 15.2% As demographics continue to change, the availability is likely to increase Utilization should approximately match the availability Business ownership Estimate availability Black 1.7% Hispanic 0.7% Asian 2.6% Native American 0.6% White women 9.6% MWBE 15.2% Non-MWBE 84.8%

  3. There is no set format but inclusion plans should generally include the following elements: Estimates on the amount of MSWBE spending to occur during the project Methods that will be used to conduct outreach to the MSVWBE community and inform firms of the opportunity to work on the project Methods for ensuring prompt payment and conflict resolution Documentation of individuals used as experts on diverse businesses and to help manage the processes listed in the plan Past efforts/lessons learned for achieving inclusion in public contracts
