Detailed technical analysis by consultants of key criteria that included: Land Use & Development Population Infrastructure & Services Assessment & Tax Base Initial Community Input 2. Develop Potential Municipal Boundary Configurations in Electoral Area D Configurations in Electoral Area D ( (con d con d) ) The four boundary options based primarily on technical analysis: Option A: Okanagan Falls, Sun Valley, Rolling Hills Option B: Okanagan Falls, Sun Valley, Rolling Hills, plus Eastside Rd North and South Option C: Okanagan Falls, Sun Valley, Rolling Hills, plus Vaseux Lake Option D: Okanagan Falls, Sun Valley, Rolling Hills, plus Eastside Rd North and South and Vaseux Lake 9

Develop Potential Municipal Boundary Configurations in Electoral Area D Configurations in Electoral Area D ( (con d con d) ) And one option based upon the committee s recommendation: Option E: All residential properties within the existing boundary of Electoral Area D . This option includes Okanagan Falls, Sun Valley, Rolling Hills, Eastside Rd North and South, Vaseux Lake, Upper Carmi, McLean Creek Road, Old Kaleden Road, Green Mountain Road, and residences in between. 10

Obtain Electoral Area D Residents Opinions on Potential Boundary Configurations on Potential Boundary Configurations Achieved through: Public Engagement A survey mailed out to each residence in Area D outlining the 5 boundary options Input was requested for each of the 5 boundary options Survey was completed in hard copy by each resident or online Information about the survey was provided through media, social media, and informal email distribution to groups and organizations 11

Recommendation of a Municipal Boundary for Any Future Incorporation Study Any Future Incorporation Study The Committee achieved this through: Review of consultants detailed technical analysis Review of residents input from the survey Discussion and decision for a next step incorporation study Extensive discussion and debate of each option before arriving at a majority decision for a municipal boundary 12
Committee Recommendation of a Municipal Committee Recommendation of a Municipal Boundary for Any Future Incorporation Study Boundary for Any Future Incorporation Study The Electoral Area D Services and Boundary Configuration Study Committee Recommends: That the Board of Directors of the RDOS request that the Province of British Columbia undertake a next step and fund an Incorporation Study. 13
Committee Recommendation of a Municipal Committee Recommendation of a Municipal Boundary for Any Future Incorporation Study Boundary for Any Future Incorporation Study ( (con d con d) ) The Electoral Area D Services and Boundary Configuration Study Committee further recommends: That the boundary for this Incorporation Study include the community of Okanagan Falls and the neighbourhoods of: Sun Valley & Rolling Hills McLean Creek Certain properties just west of OK Falls & east of Highway 97 Heritage Hills, Lakeshore Highlands, Vintage Views, Golden Hills & Skaha Estates East portion of Vaseux Lake currently in Electoral Area D 14
