WHAT'S NEW IN WEATHERIZATION
CHANGES TO THE 2019 PROGRAM YEAR DOE and LIWAP Converge A home may be weatherized using funds from both sources Each measure must be funded by one or the other not by both The same home will count for both grants if both sources are used You may use only one funding source if need arises One BWR will cover both grants You have ability to decide which funding source funds which measures
CHANGES TO THE 2019 PROGRAM YEAR LIWAP Weatherization Eligibility is raised to 200% Small lag in eligibility Maximum of $8,500.00 per unit LIWAP funds are not subject to DOE Savings to Investment Ratio (SIR) requirements Measures should relate to energy savings (i.e. no wheel chair ramps, grab bars, etc.)

TRAINING WPN 15-4 QUALITY WORK PLAN Beginning in Program Year 2014, Grantee training plans must include comprehensive training for all WAP workers that is aligned with the NREL (JTA) for the position in which the worker is employed. Tier 2 Renamed Specific Tier 1 Renamed Comprehensive Single-issue, short-term, training to address acute deficiencies in the field such as dense packing, crawlspace, ASHRAE, etc. Conference trainings are included in this category. Comprehensive, occupation-specific training which follows a curriculum aligned with the JTA for that occupation. Tier 1training must be administered by, or in cooperation with, a training program that is accredited by a DOE-approved accreditation organization for the JTA being taught. Training Plans must ensure that all Weatherization field staff receives regular Tier 1 training. Each Grantee will decide on the regularity of training based on workforce needs and availability of funds. The training plan should include an analysis of training needs and a plan for meeting those needs over a defined period of time, which can span multiple Program Years. Tier 2 training can be provided on an as-needed basis, however, the majority of worker training should occur in Tier 1.
TRAINING TIER 1- COMPREHENSIVE Comprehensive Training (previously called Tier 1 Training ): Comprehensive, occupation targeted training which follows a curriculum aligned with the JTA for that occupation. Comprehensive Training must be administered by, or in cooperation with, a training program accredited by a DOE-approved accreditation organization for the specific JTA being taught. Must be done trough or in conjunction with ANSI accredited Training Center Retrofit Installer/Technician Crew Leader Energy Auditor Quality Control Inspector
TRAINING TIER 2 - SPECIFIC Specific Training (previously called Tier 2 Training ): Short-term training to address acute deficiencies in the field, single-issue training, conferences, and program management or leadership training is considered Specific Training since they do not encompass an entire JTA. These are things we can do in house On-the-job dense-pack insulation training State or agency training on new field guides or program guidance Software training for administrative personnel Management or leadership training seminar Weatherization conference sessions
TRAINING Retrofit Installer Technician A retrofit installer technician is an energy efficiency professional who installs energy efficiency upgrades in single- family homes, and small multi-family housing (2-4 units). Properly installs residential envelope air sealing, HVAC duct sealing, insulation, windows and doors, mechanical ventilation, and roofing upgrades in single family homes and small multi-family housing. Crew Leader A crew leader is a residential energy efficiency professional who is responsible for supervising the retrofitting activities specified in the scope of work. Ensures the quality of, and supervises, the installation and performance of prescribed energy efficiency upgrades.
TRAINING Energy Auditor An energy auditor is a residential energy efficiency professional who evaluates the energy efficiency, health and safety of a home, and conducts field measurements to identify areas for savings. Masters the evaluation of the home's performance, including using more advanced diagnostic equipment and modeling software. (Advanced version of BA.) Quality Control Inspector A quality control inspector is a residential energy-efficiency professional who ensures the completion, appropriateness, and quality of energy upgrade work by conducting a methodological audit/inspection of the building, performing safety and diagnostic tests, and observing the work. Verifies compliance of retrofit work performed based on work plans and standards. Conducts audits and inspections using diagnostic equipment to develop reports specifying corrective actions to achieve whole house performance.

ENERGY AUDITOR PREREQUISITES Experience: Minimum 1,000 hours from: Field/technical position within the home performance or related field, OR Performing audits in a building science trade Energy Modeling: 10 energy models that comply with BPI 1100 2.2 (with proof) OR Successfully completed energy modeling training (with proof) Additional Requirements: 20 points from any combination of the following: Building trades experience: Max 10 pts, 5 pts for each 1000 hrs Training from industry specific training center: Max 10 pts, 5 pts for each 40 hrs Related industry certifications: (e.g., RESNET, BPI, NATE, EPA, others). Max 10 pts, 5 pts per certification

FACSPRO UPDATE You will select your bid items just as you always have. The change is available on the Wx Workplan screen where you autofill your material costs and health and safety costs. To identify a measure as a DOE or a LIWAP simply select the corresponding circle beside each measure you are doing. Obviously, if you are not completing a particular measure, do not select a DOE or LIWAP designation.
FACSPRO UPDATE On the Other General Energy Savings screen, you will select DOE or LIWAP at the bottom for each measure just as you did on the first screen. It will then list funding source for each of these measures.
FACSPRO UPDATE The Health and Safety Screen will work in the same way.
FACSPRO UPDATE After those selections have been made, the BWR will show a designation of D or L beside each measure you have selected. The BWR will also total each funding source based on your selections in the bottom right corner.
