Process Flow in e Kuber Straight Through Processing (STP) ISO 20022 Standard Messages Real Time Cash Balance Data Security Same Day Reconciliation Scheduling for Future Transactions E-Scrolls Treasury I ACK RTGS E-Payments O/W Msgs E-Payments ACK Treasury II Payments I/W Msgs E-Scrolls ACK State Treasury Portal E- Returns Kuber E-Payments Credits ACK Treasury III I/W Msgs E-Scroll E-Scrolls SFTP/Web Service O/W Msgs E-Payments ACK Treasury IV NEFT E-Scrolls

  4. Salient Features An Account in RBI for each District Treasury / JD PPO. Consolidated e advice to RBI at District level, based on the bank lists generated in all the STOs. e-advice along with Digital Signature Certificate to e kuber portal of RBI. Payments directly to the Bank A/c of Beneficiary (bank account no. with IFSC code is mandatory). Friday, 21 March 2025 4

  5. Salient Features Settles fund through National Electronic Fund Transfer (NEFT) mode. The NEFT cycle runs from 8.00 am to 6.30 pm every day on hourly basis. Any settlement processed through E-Kuber system will be credited to the destination account in the next hourly NEFT Cycle. Very few holidays for NEFT Cycle. Failed transaction shall be sent with reasons from RBI. Treasury- wise e-scrolls will be sent by RBI on the same day. Friday, 21 March 2025 5

  6. Salient Features Accounting Procedure: Payments scroll for the net amount of the token. Failure transactions ( Un credited amount for unsuccessful payment) credited back to the Govt. account. (Receipts) Accounted for as Receipt amount under HOA 8658 102 20 (Suspense Account) After rectification of errors in Bank A/c, reprocessed and the payments will be made under HOA 8658 102 20.   7. Responsibilities of DDO 1. Presentation of bill in HRMS (DDO Request) 2. Payee (beneficiary wise) information in HRMS. a. Name b. Bank Account Type (Current/Savings) c. Bank A/c No. d. IFSC Code e. MICR Number f. Mobile Number g. PAN Number h. AADHAR Number i. E mail id j. Amount to be paid. Friday, 21 March 2025 7

  8. Responsibilities of DDO 3. Already available information will be populated 4. Online TBR Number generation and shall be quoted on physical bill. 5. Physical copy of bill along with Sanction Orders, Supporting documents, Certificates. 6. Separate certificate for e- payments. 7. No need to furnish CD (beneficiary accounts) to the SBI. 7. Success and Failure report for each token at DDO level. 8. Cash Book Maintenance: Successful amount Payment side. Un successful amount Receipt side. Friday, 21 March 2025 8

  9. Responsibilities of Treasury Officer 1. Token Issue for online TBR. 2. Audit as per rules, instructions in IMPACT and Pay order. 3. Generation of Bank list / e advice. 4. Generation of Consolidated e advice at DTO level. 5. Appending Digital Signature Certificate and pushing to RBI e kuber portal. 6. Generated Bank List for record purpose and for scroll rounding. 7. Receiving Debit Notification (DN), Return Notification (RN) and Account Statement. 8. Affixing the seal Paid through e- Kuber (RBI) on dt .. . On each voucher (paid bill). No need to send the bills to SBI. Friday, 21 March 2025 9

  10. Failed Transactions 1. Failure report for each token to each DDO through HRMS. 2. A transfer credit challan for total failure transactions in each token.(Challan No. shall be entered in Cash Book) 3. DDO shall rectify the errors in IFSC Code, Bank A/C No. etc. and shall submit the Refund bill in Form 62. (HOA 8658) 4. Maintenance of Register of all Un-credited Payments. 5. Un-settled amount shall be credited to Consolidated Fund. (Adjustment Challan) beyond 3 months from date of drawl. Friday, 21 March 2025 10
