Initial Alternate ELPAC: Overview Question and Answer May 21, 2025
Agenda Tracking LEA Certification Completion Reminder Moodle Training Site (Moodle) Updates Questions and Answers 2
Tracking LEA Certification Completion Remains the Same LEA coordinators or their staff still need to meet both the Initial Alternate ELPAC and the Summative Alternate ELPAC LEA certification requirements. The Initial Alternate ELPAC LEA Coordinators course or the verification process on the Administration and Scoring Training website must be completed annually. The Summative Alternate ELPAC LEA Coordinators Certification course must be completed annually. 3
Memorandum of Understanding (MOU) LEAs with minimal enrollments may still enter into an MOU with a neighboring LEA. Neighboring LEAs can take responsibility for training test examiners at the first LEA or administer the Alternate ELPAC to students at the first LEA. LEAs entering into an MOU should send the signed MOU in an email to elpac@scoe.net for confirmation. MOUs must be renewed annually. 4
Tracking LEA Certification Completion New Process LEAs now have a flexible deadline for the Alternate ELPAC. The LEA certification deadline will now be two weeks after the first student is registered. LEAs will be notified when its first student is registered. LEAs will then have two weeks to meet the certification requirement. If the deadline is not met, LEAs will be eligible for a tier 2 audit. LEAs that consistently have eligible students are encouraged to complete certification requirements early. 5
Reminder Individualized education programs (IEPs) Students who have an English language acquisition status of To Be Determined and who do not have IEPs should be tested using the Initial ELPAC. Do not wait for IEPs to be developed to test new students. 6
