  5. 5 Employment Grants Program Overview The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) created the Employment Grants Program. The employment grant is funded by Wisconsin General Purpose Revenue. GPR is taxpayer revenue raised by the state. The General Fund supports the general functions of state government.

  6. 6 Employment Grants Program Overview (continued) Program purpose: eligible recipients of funding the grant and all moneys contributed by the municipality shall be used for the purpose of connecting homeless individuals with permanent employment. Examples of eligible services include: Provide real jobs to those asking for work, provide transportation to jobs, inform potential clients of jobs, act as a liaison between potential clients and job providers, provide adequate amenities to ensure quality of job site, inform clients of the housing, health, and employment resources available through various organizations and other local agencies serving homeless and attempt to reach as many possible clients as possible. This program is also open to other options.

  7. 7 Eligibility Criteria The program limits eligible recipients to municipalities. Municipalities are defined as: a county, city, village or town. Recipients must be an existing Homeless Management Information System (HMIS) subscriber, and program funds may be used to pay for HMIS-related costs. Grantees are required to provide a minimum amount of matching funds. Maximum Award is Up to $75,000 for award; 1 award per year. The grantee itself must provide at least $50,000 in matching funds. Grant applicants shall receive preference for funding if partnered with a non-profit organization to provide additional employment and support services to homeless individuals participating in the program.

  9. 9 Awards Process and Criteria

  10. 10 Application Scoring & Review Applications will be processed on a competitive basis. Only 1 award per year; with a maximum award of $75,000. Applicants are encouraged to apply for the maximum award amount. Categories of evaluation: 1. Percentage of grant funds allocated to wages. 2. Agreement with a nonprofit organization to provide additional employment and support services to homeless individuals participating in the grant program. 3. Number of forecasted clients helped obtain full time employment. 4. The amount of administrative funds requested.

  11. 11 How to Submit Applications Application for Employment Grants Program Wisconsin Department of Administration Division of Energy, Housing and Community Resources Important Information: Complete the application in its entirety, including all Applicant Information and Assurances Incomplete applications will not be processed. Applications are due by 4:30 p.m. September 28th, 2018 Application Submission: One original copy and one electronic version of the application and supporting documents must be delivered to DEHCR.   13. 13 Reporting and Invoicing Requirements

  14. 14 Reporting Requirements DEHCR will require monthly invoicing of costs and reporting from its grantees regarding services provided with grant funding. Grantees will be provided with the invoicing/reporting from by the Division. Grantees must submit reports on the following services provided: The number of Persons/Families Served. The number of Parents served with Children under 18. The number of Children under 18 who received services to ensure continuation of school enrollment for children, or to promote regular school attendance. The number of persons enrolled in or referred to Wisconsin Works. The number of persons enrolled in or referred to Wisconsin Shares Child Care Subsidy.

  15. 15 Reporting Requirements (continued) The number of persons enrolled in or referred to Food Share Employment and Training. The number of persons enrolled in or referred to Job Center of Wisconsin enrollment. The number of persons enrolled in or referred to Vocational Rehabilitation. The number of persons enrolled in or referred to Veterans Resource Officers. The number of persons enrolled in or referred to Other Organizations /Apprenticeship Programs. The number of Persons who received other services. The number of recipients that gained employment who were previously unemployed. The number of Recipients that increased the number of hours worked/week.

  16. 16 Reporting Requirements (continued) The Invoice and the Reporting document are contained in the same workbook and will be customized for each Grantee. Grantees will also need to report numbers in HMIS.
