Negotiations build union power when they are: Big: Super-majority of workers involved at every stage Transparent: Members participate in formulating demands Members elect core bargaining teams Share bargaining information promptly with all workers Open: All workers invited to bargaining sessions. Community allies too!

  3. Will CUNY agree to this? Employers seek ground rules to block open bargaining because secrecy gives them power Ground rules are not a mandatory subject of bargaining, so we don t have to accept them We ll have to fight to open up bargaining. But if we can t win the right to negotiate as we want to, then we won t have the power to win our core demands
