Elevate is a leadership programme designed to empower under-represented Black, Asian, and Minority Ethnic middle managers in the youth justice system to compete for strategic leadership roles. The 6-month programme focuses on individual coaching, mentoring, and skill development, addressing the need for diversity at senior management levels. Participants will enhance their knowledge and confidence, preparing them for leadership positions within the Youth Justice sector.

What is Elevate Elevate is an opportunity for Black, Asian and Minority Ethnic middle managers who are under-represented at strategic level within the youth justice system to develop their careers in Youth Justice. The programme is a positive action leadership programme, which empowers participants to utilise and transfer their skills, knowledge and understanding in order to realise their potential and to compete effectively for Strategic leadership posts within the Youth Justice system.

  3. Under-representation The Youth Justice workforce is approximately 19% Black, Asian and Minority Ethnic. In 2019, 14% of strategic leaders and 17% of operational managers were from Black, Asian and Minority Ethnic backgrounds compared with 84% of strategic leaders and 79% of operational managers from white backgrounds. This training programme is in accordance with the Equalities Act 2010

  4. Whats in the programme? Elevate is delivered over a 6-month training period with a cohort of 12 participants The programme comprises of individual coaching and mentoring with the opportunity to join an action learning set and a delivered mid-way workshop. It will be tailored to meet individual requirements, while addressing some common needs in making the transition to senior management

  5. Focus on learning and development Elevate focuses on learning and development and will enable participants to increase their: Knowledge/understanding of top management processes & practices; confidence in their capability/potential as leaders and senior managers; effectiveness in their present posts skills as candidates in recruitment and selection processes; awareness of strategic leadership dynamics within the YJ sector appreciation of interrelated factors in Youth Justice policy and strategic direction.

  6. Tailored to the individual Elevate will be tailored to meet individual requirements and underpinned by the leadership core skills identified in the YJ Skills Matrix. Each participant will develop a personal development plan that will form his or her framework for the outcomes of the programme. The areas below will be the basis for individual mentoring and coaching Designing a strategy for career progression and development Valuing difference in the organisation & self-empowerment Effective leadership, influencing and negotiating skills Strategic leadership, planning and decision making Appreciation of the Youth Justice system context Stepping up to senior management

  7. Commitments Participants will be selected for Elevate by completing an application form which must be endorsed by their line manager. After a sifting process, participants will be invited to join a cohort and arrange an initial meeting with their allocated mentor/coach. Participants will complete a personal development plan including a commitment about suitable times and dates for mentoring. Participants will also be asked to identify a project to undertake within their YJ team and this, alongside a reflective overview of their Elevate experience will be presented to their Management Board.

  8. Workshops There will be some themed workshops delivered throughout the Elevate programme and these will focus on subjects such as preparing for strategic interviews, overcoming barriers to success The final element of Elevate is the opportunity for the cohort members to all come together and share their experiences of the Elevate programme. These workshops will include input from current Black, Asian and Ethnic Minority strategic leaders

  9. Evaluation All Elevate participants will be asked to complete self assessment evaluations throughout the programme. Participants will be encouraged to engage in critical reflection and be open to receiving feedback of both their strengths and their areas for development. Participants will be followed up over a 5 year period after they have completed Elevate to identify successful transitions into positions of higher responsibility.
