Purpose and Overview Primary purpose is to help MDE make good decisions about the design and implementation of the state, school accountability system under ESSA We will focus on identifying policy priorities and identifying decisions in support of those priorities that are technically defensible and operationally feasible Feedback from the Task Force is received as a recommendation to the department 7
Ground Rules/ Group Norms Listen actively and attentively; ask for clarification as needed Everyone should have an opportunity to be heard without interruption and to receive courteous feedback Critique ideas, not people or organizations Build on one another s comments; work toward shared understanding We will attempt to make decisions based on group consensus, but when necessary we will take a vote When/ if requested do not disclosure confidential information At the end of each meeting we will prioritize topics for future meetings and discuss action items 8
Background The purpose of this item is to continue to explore how career readiness can be more fully represented in the state accountability system via Work Keys. In previous meetings, the ATF recommended adding Work Keys as an option to ACT in the CCR component. Currently readiness is 50 points in the HS model, which is determined by the percent of students who meet ACT benchmarks. The ATF recommended having the CCR score reflect ACT or WorkKeys performance, based on a benchmark determined to be comparable to ACT. 2020-2021 would be a pilot year to study impact and potentially refine the recommendation. 10
Performance Expectations At the October meeting we shared data to explore the relationship between NCRC levels and ACT performance. Key question: What is a comparable level of rigor between WorkKeys NCRC levels and ACT? Proposal for WorkKeys Performance Based on reviews and discussion with the MDE we have a new proposal for establishing a qualifying level of performance on WorkKeys Require WorkKeys Silver and completion of industry certification or pathway to receive comparable credit to ACT performance Rationale: 1. provides stronger evidence of post-secondary readiness than WorkKeys alone 2. guards against lowering the bar 13

Background and Context - Obviously, the pandemic has raised numerous challenges for maintaining status-quo accountability - While current plans are to move forward with assessments in 2021 some accountability barriers include: Performance may be impacted due to opportunity to learn (OTL) o Missing scores from 2020 impact banked values and growth calculations o Lack of consistency and comparability for other indicators such as graduation rate, acceleration, readiness, and ELP o 15
Federal Guidance Secretary Devos issued a letter to state chiefs on September 3, 2020 which emphasized the importance of testing but signaled an openness to accountability adjustments The U.S. Department of Education (ED) introduced guidance for a State Plan Addendum on October 19, 2020 Permits states to shift timelines forward for CSI/ATSI schools; does not provide flexibility for TSI. o Permits states to modify long-term goals and measures of interim progress o Submission date: February 1, 2021 o 17
Federal Processes The addendum is for temporary changes to 2020-2021 only and seems designed to address the impact of missing data in 2019-2020. An amendment is for changes in 2020-2021 and beyond. It addresses permanent changes. Waivers are for relief from statutory requirements. 18
Todays Discussion In light of this new guidance from ED, the MDE would like your feedback on a potential path forward o Should the MDE submit a request to adjust timelines forward for federally required school designations of CSI, TSI, and ATSI? 19
Federal Requirements Should the state submit an addendum to shift timelines forward for long-term goals, measures of interim progress, and federal designations of CSI and ATSI? If yes, existing designations based on 2018-2019 will remain. o If no, the state must compute new designations with available information. There are several options to discuss. o Should the state submit a waiver for TSI? If yes, existing designations will remain. Waivers are less certain. o If no, the state must propose a methodology based on all federally required indicators. o 20
