INTRODUCTION AND BACKGROUND The Beijing Declaration and Platform for Action, adopted at the Fourth World Conference on Women in 1995, established a comprehensive framework for advancing gender equality and women's empowerment. It provides an ambitious roadmap for achieving gender equality and women s empowerment, covering 12 critical areas. Zimbabwe is committed to the implementation of BDPfA and Acknowledges its significance as a guiding framework for advancing gender equality in Zimbabwe(objectives and targets outlined in the Platform for Action)
MONITORING, REPORTING, AND ACCOUNTABILITY MECHANISMS UNDER THE BDPFA The Platform establishes monitoring, reporting and accountability mechanisms at national, regional, and global levels to ensure that commitments are met. The outcomes of the Beijing +5 Special Session in 2000 reaffirmed commitments to gender equality and established a follow-up process that includes periodic assessments and updates to the Platform for Action.
MONITORING, REPORTING, AND ACCOUNTABILITY MECHANISMS UNDER THE BDPFA National Policies, Strategies and encouraged to develop and implement national action plans that align with the goals of the Beijing Platform for Action. These plans should include specific targets, indicators, aligned to the framework. Action Plans: Countries are Reporting to the United Nations Governments are required to report periodically to the UN on their progress in implementing the Platform for Action (every 5 years).Emphasis is on the use of gender-sensitive indicators to assess progress toward achieving gender equality. Countries are encouraged to collect disaggregated data to monitor the status of women and men across various sectors.
MONITORING, REPORTING, AND ACCOUNTABILITY MECHANISMS UNDER THE BDPFA Global and Regional Reviews The UN organizes global and regional reviews to assess progress and challenges in implementing the Platform for Action. These reviews often involve consultations with civil society and women's organizations. The CSW conducts regular reviews of the implementation of the Platform for Action, providing an opportunity for countries to share experiences, challenges, and best practices. The year 2025, marks the thirtieth anniversary of the Fourth World Conference on Women and the adoption of the Beijing Declaration and Platform for Action (1995) as such the CSW 69thsession will be focusing on the Review and Appraisal of the Implementation of the Beijing Declaration and Platform for Action
MONITORING, REPORTING, AND ACCOUNTABILITY MECHANISMS UNDER THE BDPFA Civil Society Engagement The involvement of civil society organizations is crucial for accountability. These organizations can provide independent assessments of government actions and advocate for women's rights. Sustainable Development Goals (SDGs) The Beijing Platform for Action is linked to the SDGs, particularly Goal 5, which focuses on gender equality. The SDGs provide additional monitoring and accountability frameworks that countries can leverage.
BEIJING PLUS 30 REPORTING Zimbabwe submitted its last report on the implementation of BDPfA in 2019, Beijijng +25 Report. The year 2025, mark the thirtieth anniversary of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform forAction (1995). Leading up to the anniversary Countries were expected to conduct comprehensive national-level review of the progress and challenges in implementing the Beijing Declaration and its Platform for Action with a focus on the past five years. The Ministry has thus spearheaded the compilation of the Zimbabwe Beijing +30 National Report.
NATIONAL REVIEW PROCESS In compiling the report, the Ministry undertook the following processes- i. Desk review augmented by input/ written submissions from line ministries and other key institutions. ii. A consultative meeting targeted at development partners. iii. A consultative meeting targeted at civil society organisations. iv. A multi-stakeholder consultative and validation meeting. The stakeholders included Government Departments, the private sector, civil society organisations, academia, persons with disabilities, UN Agencies and other Development Partners. v. In the process iii and iv, Ministry Department representatives were also part of the processes and provided their input.
NATIONAL REVIEW PROCESS The Zimbabwe national report fed into Regional and the global synthesis reports.
