BACKGROUND HDA began its operations in 2009 following the enactment of the Housing Development Act (Act No.23 of 2008) OUR FOCUS Facilitate the identification, acquisition, holding, development and release of land and landed property in a way that complements capacities of government across all spheres. This includes state, communal and private-owned land / landed properties. Provide for fast-tracking of land acquisition and housing development services for the purpose of creating sustainable human settlements. Act as an implementing Agent by providing oversight and project management services. 6/4/2025 3
OUR FOCUScontinued Assist organs of state in respect of emergency housing, for example during floods and the COVID-19 pandemic through the provisioning of Temporary Residential Units (TRU s). Facilitate housing developments in Mining Towns, as well Informal Settlements Upgrades; Township establishment and necessary legal approvals to ensure future beneficiaries are protected from negative environmental impacts, and Project hand-over and delivery of title deeds to beneficiaries 4

HDA TRANSFORMATION AND EMPOWERMENT FRAMEWORK GOALS The Transformation and Empowerment Goals of the HDA are anchored on these four pillars: 1. Creation of opportunities and removal of barriers for economic participation by black women, youth, people living with disabilities and military veterans within the HDA Supply Chain processes to increase the number of designated groups participation in procurement opportunities and projects. 2. Develop and conclude strategic partnerships with social partners and designated groups beneficiaries from the HDA empowerment initiatives to enable efficient programmes and projects execution. 3. Transform Human Settlement value chain of material suppliers through the introduction of emerging black business industrialists into the value chain to enable Transformation of the racial profile of suppliers to the sector. 4. Develop and implement the Enterprise Development Programme within HDA implemented projects to advance Community economic emancipation. 6/4/2025 6
HDA PROCUMENT TARGETS The APP Targeted Procurement Spent for women was 30% for 2019/20 and HDA achieved 33,35% of its Procurement Spent on women owned companies across the board For the Youth in the same year; out of the targeted procurement spent of 15%, HDA achieved 18,46% for youth owned companies APP TARGETS FY 2020/21: Target for Women Owned Enterprises Target for Youth Owned Enterprises Target for People with Disabilities Enterprises Target for Military Veterans: Target for B-BBEE level 1- 4 35% of B-BBEE Procurement Spent 15% of B-BBEE Procurement Spent 5% of B-BBEE Procurement Spent 5% of BBBEE Procurement Spent 50% Procurement Spent 6/4/2025 7
HDA CURRENT AND PROPOSED OPPORTUNITIES 1. STRATEGIC INITIATIVES Earmarking of Projects to advance black owned enterprises. Innovative ways for procurement from black / emerging material suppliers. Empower and assist women to have majority ownership in companies operating in the sector. Assist with barriers to entry including access to financing. 6/4/2025 8

HDA CURRENT OPPORTUNITIEScont 3. JOB CREATION AND ENTERPRISE DEVELOPMENT WITH UIF Labour Activation Programme HDA partnered with UIF to roll out the Labour Activation Programme which is aimed at addressing the problems of unemployment, shortage of skills, job losses and loss of income by the majority of South Africans which was worsened by the COVID-19 pandemic. The enterprise development will benefit 750 SMMEs (a third of which will be targeted at women) and 20 000 participants over 3 years which will end up in employment or creating employment for others HDA will work with organised formations like South African Women in Construction (SAWIC), Young Women Network, Black Business Council Built Environment (BBCBE), SA Homeloans, ABSA, PIC, Civil Society Organisations to mention a few in rolling out this programme 6/4/2025 10
CONCLUSION The HDA is open to conducting business with more Black- owed and led enterprises, not in the interest of meeting our set target, but because we believe women can and are able lead the sector. 6/4/2025 11
