The market will then dictate what modification is used and in what amount. o If the agency only wants SBR, because they are comfortable with that modification and performance, then they can set the lower R-0.1 value (20%) or phase angle (84%) to eliminate the chance of unmodified asphalt emulsion and/or a lower percentage of SBR being used, and stipulate that the modification used shall be SBR in their specifications for the contract.
