The Solomon Islands Government, through the Ministry of Mines, Energy & Rural Electrification, is focusing on energy efficiency, conservation, and management to enhance the country's electricity sector. Policies, legislation, and regulations are being developed and implemented to improve energy usage and sustainability, with an emphasis on demand-side management, energy auditing, and renewable energy integration. The National Energy Policy, Renewable Energy Roadmap, and Rural Electrification Plan are key frameworks driving these efforts.

  2. Introduction on Energy Efficiency, Energy Conservation Introduction on Energy Efficiency, Energy Conservation and Energy Management. and Energy Management. Solomon Power is the State-Owned Enterprise responsible for generation, transmission, distribution and retailing of electricity in the country. Average annual energy generation is 97 GWh with RE contribution merely 1.25GWh Solomon Islands has the highest electricity tariff in the region Solomon Power non-technical losses is 17% The utility and Ministry of Mines, Energy & Rural Electrification (MMERE) currently don t have a comprehensive demand-side management programme The only demand-side management activity implemented by MMERE is limited to the regulation on imports of electrical appliances: refrigerators, freezers and air-conditioners. Although Lamps (incandescent, compact fluorescent, tabular fluorescent) are included in the Consumer Protection (Approved Standards for Restricted Electrical Products) Regulations 2016 for control, MMERE is yet to enforce regulating its imports. There is no Energy efficiency Act 2022 Review of Electricity Act completed.

Policies Policies on Energy Efficiency, Energy Conservation and on Energy Efficiency, Energy Conservation and Energy Energy Management Management 2019 - Solomon Islands National Energy Policy launched. Energy efficiency and conservation is one of the thematic areas in the policy and prioritizes implementation of demand side management, energy auditing and energy efficiency awareness 2022 Renewable Energy Roadmap 2021-2030 for Honiara grid launched. Energy management system is included in the roadmap for grid stability 2022 National Electrification Strategy & Implementation Report 2022 National Electrification Plan 2023-2032 2023 Formulation of Rural Electrification Policy in progress

Legislation/ Regulations Legislation/ Regulations on Energy Efficiency, Energy on Energy Efficiency, Energy Conservation and Energy Management Conservation and Energy Management 2016 Consumer Protection (Approved Standards for Restricted Electrical Products) Regulations 2016 2017 Customs and Excise (Restricted Imports) (Amendment) Order 2017 for refrigerators, freezers, air-conditioners and Lamps (incandescent, compact fluorescent, tabular fluorescent) 2021-2022 National consultations conducted by Ministry of Infrastructure on National Building Code Bill 2022 Electricity Act Review completed 2023 energy reform in progress and entails immediate amendment of the Electricity Act to update it, establishment of independent electricity regulator, and eventually the enactment of a new Electricity Sector Bill/Act

Progress & Achievements for the Last 3 Years (on EE & EA Initiatives) As mentioned earlier there is no comprehensive energy efficiency and auditing programme implemented by MMERE due to lack of budget support from the national government annually There was an energy audit conducted during the RAMSI days at the Central Prison complex at Rove at the request by RAMSI due to high electricity bills experienced

Awareness / Productivity & Similar Initiatives There is no awareness/productivity and similar initiatives by the MMERE due to lack of budget support, technical knowledge, equipment Despite being a profitable entity, our national utility doesn t prioritize demand-side energy management and passes on their inefficiency (17% non-technical losses) to its customers. 2023 - National government s initiative to remove the regulatory function from the utility to an independent regulator should address this impasse

Challenges & Opportunities Encountered Challenges Lack of interest and focus on energy audit and energy efficiency by our power utility despite its high electricity tariff (highest in the Pacific Islands region) and profitability No initiative by national utility to conduct customer consultation to assess the satisfaction of its service delivery Lack of public knowledge on energy auditing Lack of budget support to MMERE in energy efficiency, energy conservation and energy auditing Opportunities Gap to fill in the energy efficiency and energy audit space due to the current high electricity tariff charged by Solomon Power Initiating knowledge awareness and dissemination of information to the public, private sector, policy decision makers and legislators on sustainable and resilient energy in the energy efficiency and conservation space

Plans for 2023 - 2030 Energy sector reform including removal of regulatory function away from the national utility, immediate amendment to the Electricity Act (Type A amendment), development of the new Electricity Sector Bill (Type B amendment) and the Infrastructure Regulation Bill, restructuring of the utility s operation model with focus on its de- bundling and the restructuring of tariff. ADB is currently taking the lead on this initiative commencing firstly with conduct of diagnostic study on the utility.

  9. Recommendations & Way Forward 1. To develop a comprehensive programme on energy efficiency and energy conservation that entails energy auditing for Solomon Islands, formulation of appropriate policies, legislations/regulations and institutional strengthening to support the energy reform aforementioned. 2. Technical assistance, capacity building, knowledge sharing in energy auditing and the supply of appropriate equipment for effective enforcement of regulating restricted electrical products. 3. Extend current regulated electrical products to include other electrical products 4. Our national energy policy 2019 indicates a total investment cost of USD6.29 Million in energy efficiency and energy conservation for the next 5 years
