ESA and CARE Program Proceeding Updates Staff Briefing for the Low Income Oversight Board (LIOB) Meeting December 5th, 2018 Energy Division California Public Utilities Commission (CPUC) 1
Disconnection OIR Update CARE/ESA Post 2020 Guidance Low Income Needs Assessment 2
Disconnection OIR Update Phase 1 will examine current policies and changes that can be made to reduce disconnections to a target by January 1 2024. Proposed decision in Phase 1 by 2nd quarter 2019. Phase II will take a broader look at the disconnection process and ways to completely prevent it. Upcoming Workshops 12/6 in Stockton Energy Division will provide a workshop report in late January 2019. 3
CARE/ESA Post 2020 Guidance The Commission s Guidance Decision is targeted for 1st quarter 2019 in preparation for the IOU budget application filings which are due June 1, 2019. A Commission Decision addressing the Budget Applications and post 2020 low income programs is anticipated 4th quarter 2020. 5

2022 Low Income Needs Assessment Projected Activity & Timeline Public workshops and opportunities for stakeholder engagement throughout process, will sync and align with LIOB Board meetings or subcommittee meetings where feasible. The initial planning phase for the 2022 LINA will begin once the 2019 assessment is finalized. Energy Division will coordinate with the Board and IOUs to initiate this effort and see it through to completion.
