  2. LEGAL HIERARCHY Ohio Revised Code (ORC) Ohio laws Created, amended, or rescinded by legislators Ohio Administrative Code (OAC) Ohio regulations (rules) Created, amended, or rescinded by legislator-designated agencies/boards

OHIO EMS SCOPE OF PRACTICE The ORC has granted regulatory authority to the State Board of Emergency Medical, Fire, and Transportation Services (EMFTS Board) for the determination of the Ohio EMS scope of practice The Ohio EMS scope of practice cites the patient care measures and psychomotor skills that have been authorized The mission of the EMFTS Board is to cite the authorized actions rather than creating an exhaustive list of items that are not permitted

OHIO EMS SCOPE OF PRACTICE The State Board of Emergency Medical, Fire, and Transportation Services also has legislative authority over Ohio EMS providers The current levels of Ohio EMS certifications are: Emergency medical responder (EMR) Emergency medical technician (EMT) Advanced emergency medical technician (AEMT) Paramedic

  5. OHIO EMS SCOPE OF PRACTICE Authorized actions are cited in the ORC 4765 and the OAC 4765 Authorized actions for an Ohio EMS level of certification are automatically permitted for all higher levels of Ohio EMS certification The Ohio EMS scope of practice matrix is merely a Cliffs Note resource

EMS MEDICAL DIRECTION IN OHIO EMS medical directors must meet regulatory qualifications Local EMS medical directors Legislative authority for EMS protocols Cannot exceed the approved Ohio EMS scope of practice Have the authority to limit EMS providers in the performance of skills that are within the Ohio EMS scope of practice for their respective level of certification

EMS MEDICAL DIRECTION IN OHIO Specialty care in EMS is not legally recognized in the ORC (current Ohio law) for EMS certification levels, EMS provider titles, the Ohio EMS scope of practice, or specialized EMS medical director qualifications Local EMS medical directors must stay within the parameters of the Ohio EMS scope of practice regardless of the operational scenario or the additional training provided

OHIO EMS SCOPE OF PRACTICE: UPDATES All certified Ohio EMS providers may apply and obtain readings from CO-oximeters Ketamine has been added to the Ohio EMS scope of practice for advanced EMTs and Paramedics Effective on January 1, 2021, the application and utilization of waveform capnography is mandatory on all patients who require invasive airway management

OHIO EMS SCOPE OF PRACTICE: PENDING AMENDMENTS These pending amendments will not become effective until the associated rules are promulgated and approved by the EMFTS Board Paramedics may perform ultrasound-guided peripheral venous access when approved by the medical director and appropriately trained Paramedics may perform blood and body fluid analysis with the exception of amniotic fluid (This will expand the scope of practice beyond blood chemistry analysis due to the expanded diagnostic capabilities and advances in the medical technology in point-of-care testing)
