Third SPC Regional Technical Meeting on Coastal Fisheries VANUATU SCALING-UP OF COMMUNITY-BASED FISHERIES MANAGEMENT (CBFM) Presented by Pita Neihapi

CBFM IN VANUATU Approximately, over 100 sites engaged in CBFM activities Over 8 Project currently engaging with CBFM activities in Vanuatu. Pathways Project (SPC& ANCORS) 33 sites and Grace of the sea 15 sites Support form Vanuatu Fisheries Department are in terms of provide office based, technical support and guidance to Project staffs and integrating project activities into their work plans. Currently, there are 20 staffs provides support to CBFM in Vanuatu.
Issues and Challenges of CBFM in Vanuatu Our islands are scatted from North to south and lack of proper infrastructure and remoteness of most rural communities is a challenges. Lack of defined land boundaries (Land rights and ownerships) Movement of people (RSE Scheme, push and pull factor) Lack of knowledge and capacity to independently implement CBFM activities, therefore, Co management is important. Weak Coastal Fisheries data to support management. Lack of livelihood mechanism to support CBFM. Lack of capacity to Monitor, provide Surveillance and enforce CBFM rules.
WHAT HAS WORKED IN CBFM FOR VANUATU Connect activities eg. Twist mo spin Play (Pathways) and Soccer tournament (GOS), helps communities to understand and engage with CBFM concept. Peer to peer exchange workshop.( community exchange workshop) Creating dedicated CBFM unit supported by Pathways and VFD. Management training workshops for VFD staff and Provincial officers. Livelihood activities - Setup of fish distribution channel (fish market, Instalment of solar freezers) - Development of Deep sea fishery (Diamond back squid) - Development of pelagic fisheries FAD. Train community numerators to collect coastal fisheries data. Working at the national scale eg. Road map and with communities

IMPLEMENTING THE SCALING STRATEGY Recognise external process can affect CBFM outcomes. (Disasters, logging, coral bleaching) Recognise the importance of networks and partnerships working with VFD. (Vanua Tai) Recognise the importance of monitoring and evaluation. Tails ++ monitoring programme.
LESSON LEARNT SCALING-UP CBFM 1 Social form of awareness that brings community together such as theatre play and sport tournament has been proven as an effective tool to spread information. (Video) Need to use exsisting networks and other stakeholder to up- scale CBFM (road map) Need to recognise external threats and the local geography that affects our CBFM implementation. Need to recognise community indicators that will affect your CBFM implementation. Need a national strategy in which VFD and partners can prioritise activities to support the national strategy.
LESSON LEARNT SCALING-UP CBFM 2 Important to integrate with national process and agencies. Important to build project team and national capacity. Important to engage in a very careful and respectful way to make sure all groups eg. Woman and youth can have their say. Important to learnt lesson from other countries (FishSMARD)
