  1. Proposed Outreach Material Updates

  2. Identity, Credential, and Access Management (ICAM) Activities A federated ICAM strategy is recommended for FirstNet which would leverage existing identity and credential management investments; FirstNet would recognize the existing credentials to be used to authorize access to FirstNet and resources on the network; The strategy would encompass: Identity proofing of network users the process of verifying a user s identity Attribute provisioning including in the identity information about the user necessary to determine access to the network and resources, such as job role/duties, level of training or certification, type of agency, etc. Credentialing the process of issuing a secure representation of the user s identity. Attribute Exchange and Verification Service-the process of transmitting user s entitlements, authorizations, and other attributes and/or verifying user s attributes while preserving the user s privacy.

  3. Priority and Preemption FirstNet asked the PSAC make recommendation related to Priority and Preemption; The PSAC is leveraging NPSTC; NPSTC has proposed a Priority and QoS Control Service (PQCS) framework to enable the support of a set of public safety specific capabilities: Not all of the features and functionality needed to manage public safety PQoS are currently available in the existing 3GPP LTE standard; NPSTC has defined: Static (Default) Priority, which handles day to day prioritization of all users and applications Dynamic Priority, which manages congestion using data attributes related to the users current role/assignment Step 1. Access Priority Is the device of sufficient priority to communicate with the NPBSN now? Step 2. Admission Priority Is the user of sufficient priority to obtain resources to send and receive content (voice, data, video)? Should another user be pre-empted or pre- empt others? Step 3. Scheduling Priority Scheduling priority determines which packets are sent over-the-air (and how frequently)

Local Control NPSTC Broadband Working Group has a Local Control Task Group The NPSTC LCTG is developing a requirements document to address: User and Device Management This involves managing and controlling subscriptions, applications, and device configurations; Network Operations, Monitoring and Maintenance; General Requirements on Applications & Services; Specific Requirements for 3GPP Defined Services This section describes requirements on agency control of 3GPP services currently under development, including Mission Critical PTT Services (MCPTT), Group Communications, Proximity Services, and Isolated Operations; Accounting Requirements - This section describes accounting information required by agencies; and, Technical Support Requirements.

  5. Early Builder Updates Five Public Safety LTE projects are ongoing: Funded through grants prior to FirstNet Each has negotiated a spectrum lease with FirstNet Each has been given key learning conditions

Early Builder Key Learnings Adams County, CO: PSCR test-bed; PS functionality; devices Harris County, TX: Data usage; rural coverage; core transition LA-RICS: Priority and QoS; utility partnerships New Jersey: Deployable assets; exercises and training; NOC operations New Mexico: Hosted core; border spectrum issues; federal and state shared usage
