Why Review the Neighbourhood Plan The Neighbourhood Plan was subject to an independent Examination to ensure it met the legal requirements The Examiners Report in March 2022 removed many of the policies in the Plan The 5 Traffic, Transport and Parking Policies were reduced to just one policy of a single sentence An Independent Review of the Examiners Report carried out by AECOM gave advice on which policies to amend, which to reintroduce and which to leave out Annual Parish Council Knebworth Neighbourhood Plan Review 14/05/2025 3

Transport Policies Four revised Transport Policies are proposed, which emphasis sustainability and safety: KBT1 Sustainable Modes of Travel KBT1 Sustainable Modes of Travel KBT2 Road Safety and Capacity of KBT2 Road Safety and Capacity of Transport Networks Transport Networks KBT3 Parking KBT3 Parking KBT4 High Street Safety and Access KBT4 High Street Safety and Access Improvements Improvements Annual Parish Council Knebworth Neighbourhood Plan Review 14/05/2025 6
The Transport Policies will: Leave options open for access from new housing sites Not add to congestion in the High Street Support physical measures to improve the flow of traffic Encourage positive initiatives to divert traffic and convert vehicle users to sustainable and active modes of travel. Recap The primary purpose of the Neighbourhood Plan Review is to restore planning policies on sustainable transport, that were removed at Examination. Other policies will be reintroduced or amended Neighbourhood Plans must be in accordance with strategic policies at local, county and national level according to law.
