Objective of the consultanship Objective of the consultanship Support the implementation of the Monitoring the performance of the national Expanded Vaccination Program (EPI) protocol. The objective of monitoring process is to provide countries with a methodology that allows them to systematically identify the factors that limit the progress of vaccination programs (against any disease) and the causes that underlie these challenges. Based on the results, the objective is to propose immediate improvement actions with a high level of feasibility and effectiveness, which can be integrated into existing strategic plans and that can facilitate the reorientation of resources according to national priorities.
Summary of the consultancy 's activities Summary of the consultancy 's activities National Coordination Team (NCT) : Support for the creation of the technical management group at the national level, as well as support for the coordination of its activities Situation analysis report : Systematic compilation and analysis of national and subnational EPI data for the last 5 years, preparation of the report and participation in the review of the results in coordination with the EPI authorities and members of the NCT . Self-assessment: Support for the implementation of self-assessments at the national, subnational and local levels. Final report: Support for the synthesis of information collected during the self-assessment sessions and the development of recommendations to improve the national EPI. Action Plan: Support the development of a short and medium-term action plan to prioritize the most urgent activities and create a schedule and budget to address them.
Support to the National Coordination Team Support to the National Coordination Team Facilitate the implementation of the three phases of the national EPI performance monitoring process. Compile information and documentation related to the performance of the EPI during the last 5 years. Prepare the first draft of the situation analysis report and its presentation. Adapt the monitoring tool to the country s context. Organize self-assessment sessions by EPI component, including the logistics of sessions at subnational and national levels. Support the implementation of self-assessment sessions. Organize and distribute all EPI data files and documents collected during the document review.
Support to the National Coordination Team Support to the National Coordination Team Prepare the first draft of the final report on the results of the self-assessment at the national level. Develop the Action Plan with its schedule and budget. Present the final report and action plan to national authorities, PAHO/WHO, other agencies, partners and donors. Provide technical support to the NCT for the formulation of the first stages of implementation of the Action Plan. Manage the implementation of the action plan and report on progress.
Support to the PAHO Regional Office Support to the PAHO Regional Office Participate in meetings of the Regional Coordination Team (RCT). Identify areas of the project that require financial, logistical, material or human resources support. Provide technical assistance during the analysis of information and the implementation of self-assessment sessions. Support the preparation of the final report and answer any questions. Participate in the presentation of the results of the self-assessment and the proposed improvement actions before the national authorities. Support national authorities in the publication and dissemination of the final report and Action Plan, if necessary.
Expected results Expected results Provide countries with the opportunity to identify elements that allow them to benefit of the advances, investments and innovations made during the introduction of vaccines against COVID-19, and integrate these advantages in the national PAI. Use standardized tools tailored to country needs to identify the EPI components that can be improved and lessons learned that can be applied on a larger scale. Develop a short-term Action Plan to help the country implement EPI support operations in the next 12 months.
