  3. 3 ENE Budget Compilation Government spending plans in MTEF, tabled in Parliament annually ENE publication explains government s expenditure as per the annual appropriation legislation Information on past, current and over the medium-term achievement of performance targets Collaboration from the finance, human resources, planning and other divisions within an institution is vital Budget Review publication Consolidation of the general government account in the framework Cash flow statement projections

  4. 4 ENE Budget Compilation Institutions submit completed ENE databases in prescribed format by NT 08 December 2023 - Institutions submit board-approved budgets to NT in the database Preliminary numbers acceptable and can be revised later in the process ENE chapter accompanied by a separate signed endorsement letter (CEO/AA) Electronic copies of 2022/23 annual reports for history number verification Compile realistic projections using previous years outcomes as a base. Comprehensive explanation of projected underspending and big variances Performance indicators fully outline achievement plans of budget allocations Parliament and public exercise oversight using performance information

  6. 6 Web Integration System Update Recap Legacy systems adopted for collection of data Manual unautomated data collection methods (MS Excel, PDF forms & AFS) Public entities advanced financial systems vs stakeholders manual methods Inadequate level of collaboration: collection of similar data from PEs Level of detail required in language not understood by public entities Duplication of efforts causing unnecessary burden and fatigue

  11. 11 Data Analysis Challenges Drastic changes in projections from one submission to the other (trends) Inconsistent and unrealistic projections Unrelated explanations provided Explanations for big variances not provided Queries not fully responded to Staff turnover at institutions causing poor submissions of data Poor quality submissions post training Non-compliance no submission, late submission and/or incomplete submission
