
Enhancing Road Safety Through Enforcement and Education in Nigeria
Road safety enforcement and education play a crucial role in reducing the high number of road traffic crashes and fatalities in Nigeria. This presentation by DCM Adeyemi Omidiji addresses the importance of enforcement strategies, such as mobile court sessions, and educational initiatives conducted by the FRSC to create a safer road traffic culture. OVERVIEW/INTRODUCTION Road traffic crashes result in the deaths of approximately 1.35 million people each year across the globe leaving more than 30 million people with various degree of injuries including fatalities. More than half of all road traffic deaths and injuries involve vulnerable road users, such as pedestrians, cyclists and motorcyclists and their passengers. In Nigeria, between 2010 and 2019, statistics shows the fatalities figure is between 5,000 to 6,000 deaths yearly. Several factors identifies which contribute to these crashes are, Speed Violation, Dangerous Driving and Sign violations amongst others. These are directly as a result of lack of lack of effective enforcement and public education.
ENFORCEMENT Among the pillars of road safety strategies is enforcement and education. The enforcement strategy was aimed at achieving better road traffic culture with the critical aim of crash reduction in the country. According to a research study which evaluated programme from 2012-2015 of the mobile court session across nationwide with the aim of bringing out the dividends and advised the authority most appropriately. deterrence 3years assessment
ENFORCEMENT (CON,T) This study has provided empirical evidence indicating that indeed, enforcement and prosecution have impacted positively in changing the behavioural pattern of motorists and thereby, reducing the rate of road traffic crash across the country. (FRSC, 2016)
EDUCATION Education is the process of imparting knowledge on a particular subject to a person or people. The FRSC engaged the formal education and enlightenment to impart knowledge/awareness on different group of road users. The corps has done this through infusion of road safety education in schools. The initiative deployed includes: road safety
CONTD Infusion of road Safety topics into school curriculum in its catch Them Young programme (secondary schools) Annual National Road safety Quiz and Essay competition. Collaboration with tertiary institution to conduct research on road safety Institution of the Annual lecture series Training of road safety personnel
CONTD Rebranding of special marshal to include celebrity special marshal and Diaspora special marshal Motor park rallies, media campaign, religious gathering, billboard/poster and periodic review of highway code

GLOBAL RESPONSE Globally since 2010 road traffic crashes and its attendant effects has been on the front burner The United Nations (UN) in 2010 declared the year 2011 2020 as the UN Decade of action on road safety against road traffic crashes, a target of achieving 50% of the road traffic crashes and 50% of fatalities by 2020 using the data recorded of 2010 as baseline.
CONTD As a member of the United Nations UN, Nigeria assented to realizing the set goals. Since the launch, Nigeria has through the Federal Road Safety Corps has been setting annual goals of reducing road traffic crashes and fatalities to achieve the goal of UN Decade of action by 2020 As can be seen in the charts of the FRSC Annual Corporate Strategic Goals since 2011, reduction of RTC and Fatalities has been in the Corps annual goals

CONCLUSION This paper has provided evidence indicating that indeed, enforcement and education/public enlightenment have impacted positively in changing the behavioural pattern of motorists thereby reducing the rate of RTCs across the country. Today in order to scale road safety enforcement and road safety education, it will be necessary to look at all the target set both by the United Nations UN at the global level and by Nigeria at the national level and see if all the actors have actually met the targets.
CONTD Looking at the data, it can be deduced that road safety enforcement and education has been slightly effective and when scaled could be scored average as all the indices of the road traffic crashes, deaths and injuries trended downward from the peak in 2013 to its lowest in 2017 and started peaking to the level attained in 2019.
