  2. What happened To increase income, farmers chose to expand extensive agriculture (with land expansion and chemicals) and looked for other income sources. The cost of living raised up every year while the incomes from agriculture fluctuated. Youth moved to the urban area for jobs. Environment quality deteriorated.

  3. Results Resources become scared Illegal land holdings Household economy unstable Debt cycle Deforestration Environment quality threatened (even in the tourist area) Rural economy becomes burden to urban

  4. New issues More fluctuations from climate Aging Market globalization ICT roles and dissemination Green products demand Activities done in Thailand Area based budgeting Internet in villages Joint marketing mechanism (PPP) Tourist promotion with tax incentives

  5. stages Stage 1 agricultures for living (rural coexisted with urban) Stage 2 commercialized agriculture (rural relied on urban and becomes buffer sometime) Stage 3 mixed income sources (rural provides services to urban via good agricultural product, tourist service, it-joint- marketing) Stage 4 innovative business model (rural helps urban via green product and services, bio based small industries)

Roles of authorities Review development approach and targets by area with focused via area based budgeting Develop business model by stages Create tools, network and personnel prepared for innovative business model Appropriate business, technology development and dissemination to rural people via research development based on local resources.
