Agenda Walkthroughs Composites CBA Language and Defaults
Walk-throughs Informal 5-15 minute observational (domains 2&3) or conversational walk-through (domains 1&4) determined by the evaluator Evaluator records evidence of the professional s practice in the portal Professional receives notice that evidence is submitted in the portal Professional has the option to add evidence to the portal Post-conference is optional (evaluator and professional must agree)
Conversational Walk-throughs Conversational walk-through should be scheduled in the portal. Conversational walk-through centers around evidence that is requested ahead of time and thus takes little or no time to locate and facilitates the professional s fulfillment of specific portions of the domain rubrics. Examples include parental contacts, assessments used to drive instruction, etc. (see appendix U) The conversation is centered around evidence that is requested ahead of time in the portal under the section What components or topics will be covered in the meeting? An additional Walkthrough may be requested by the evaluator or the professional, yet the request may be denied.
Composite The composite rating is based on the preponderance of evidence reflecting a level of attainment and sustainment of teacher performance presented from the TDES events. Additional evidence cannot be submitted at the composite.
Composite If a person has a tie between Skilled and Accomplished, the related power components will be a tie-breaker. Power Components: Domain 1 Domain 2 Domain 3 Domain 4 1C 2B 3C 4B 1E 2C 3D 4F 2D
Composite The overall Accomplished rating is reserved for teachers who do not have any: (a) Ineffective component ratings within the composite, or (b) Developing component ratings within the composite
Composite Final Steps: 1. Evaluator schedules the date the self assessment is due and the date and time of the composite conference in the portal 2. Teacher self-assesses on composite rubric based on preponderance of evidence from the TDES events 3. Evaluator marks areas of agreement based on the preponderance of evidence from the TDES events 4. Evaluator and teacher meet for composite conference to discuss areas of disagreement 5. Evaluator determines final composite rating 6. Teacher signs off on the composite acknowledging the completion of the process 7. Evaluator signs off on the composite acknowledging the completion of the process and locks the event 8. Must be completed by May 6 when portal closes
Composite Appeal Process The professional has 10 working days after the composite conference to appeal the composite.
State Rating Check-Off Teacher and RSP ratings are reported to the state of Ohio by June 30, 2022 Professionals should log into Ohioes.com to view and sign off on their rating (this is suggested but not required)
Article 13 Default Language Section 1,K,3 If TDES events are not completed, the professional will be assigned the higher of his/her rolling average of the last 3 years composite evaluation rankings for the Teacher Performance Data or the last year s evaluation ranking for the Teacher Performance Data. The 3-year rolling average must reflect actual TDES ratings and cannot have a prior default. If the 3-year rolling average is not available and the professional communicated in writing to the TDES mailbox regarding incompletion of the events, a rating of Skilled will be applied. If no communication was sent, a rating of Developing will be applied.
Article & Section Topic Language Change Article 13, Section 1, J Appeal Process The teacher will submit the appeal to the Network Leader with a copy to the evaluator. The Network Leader shall submit an electronic record of the request, his/her response, and the outcome of the appeal within ten (10) working days, with a copy to the teacher, evaluator and TDES Co-Chairs. The teacher may appeal the Network Leader s response to the TDES Steering Committee Co- Chairs within ten (10) working days. The TDES Steering Committee Co-Chairs will respond with ten (10) working days, with a copy to the teacher, evaluator and Network Leader.
Article & Section Topic Language Change Article 13, Section 1, K, 3 Incomplete Evaluation Rating If a compressed evaluation schedule is not possible, the teacher will be assigned the higher of his/her rolling average of the last three (3) year composite evaluations rankings for the Teacher Performance Data (rounded to nearest whole, and based on a numerical equivalent of 1 point for Ineffective , 2 points for Developing , 3 points for Skilled and 4 points for Accomplished (This is only completed by the TDES Co-Chairs)
Article & Section Topic Language Change Article 13, Section 1, K, 5 Leave of Absence Where a member has applied for and is eligible for a leave of absence and is in active pay status, and does not have a completed evaluation, one of the following three rating designations will be assigned: a. The member will retain their earned carry over rating if they are in a carry over year; or b. The member will retain their default rating if they are in their first default occurrence; or c. The member will be rated Skilled , if they have previously defaulted to a past rating.
Article & Section Topic Language Change Article 13, Section 1, K, 6 First year limited contracted teacher If a limited contract teacher in their first year in the District has an incomplete evaluation, they will default under the policy in Article 13, Section 1, (K) (3) and (4) above. However, if the teacher defaults to a Skilled rating, they will be subject to the full evaluation cycle in the next year. This provision only applies in the first year of employment as a limited contract teacher in the District and does not apply if their evaluation is incomplete in a subsequent year. (Only for defaults)
