DESIRED OUTCOMES: SHARED GOVERNANCE TASK FORCE (SGTF) PLAN WILL End siloed planning and resource allocation by having one committee where all is discussed. Parity in representation where all constituency and affinity groups are included in the decision-making processes in an equitable manner All have access to the same information at the same time and before discussion or decision making begins

CULTURAL CHALLENGES: Disparate decision-making processes among existing PBTs. Consolidation to the overarching PAC will result in a uniform process Lack of communication among existing PBTs and other governance bodies. PAC membership should incorporate all organizational groups and constituencies to ensure broad participation, transparency, and holistic decision-making Participation. Reduced committees to decrease meeting burdens,offer incentives (PGA,release time) Lack of trust that the decision-making process is being undertaken in good faith. Checks and balances are needed to ensure that power is shared across constituency groups, such as: VPs as ex-officio members of PAC; term limits and limits on chairing/participating on multiple bodies Written, public rubrics for fund allocation ranking Consensus or majority vote needed for passage of recommendations to College Council
CULTURAL CHALLENGES CONTINUED: These challenges are embedded in the culture of the College and may not be conducive to change through structural means. Other solutions must be found to address them. Inconsistent support from managers for Classified participation in governance Employees over-committed and overworked; many have no time to participate Unwillingness by some to relinquish power in decision-making processes Lip-service to issues without meaningful action or solutions Some groups ostensibly follow their charges per the Handbook but the reality of how decisions are made is more unilateral Need to offer training in shared governance in general and training particular to each governance group
GLOSSARY: TYPES OF GOVERNANCE GROUPS Advisory Committee: A group created to provide direction and/or input in compliance with state and federal regulations or other external mandates. Not part of the governance structure but may bring items to the College Council as information only. Council: A shared governance group that makes recommendations directly to the College President. Committee:A participatory governance group as part of the college s governance structure. It does not make recommendations directly to the President. Governance Group: A working participatory subgroup of College Council whose charge is to focus on a specific topic (i.e., Technology Committee) appointed by the Co-Chairs of College Council. Voting is advisory. Senate: A representative body for a single constituent group that addresses a wide variety of issues. Senate makes recommendations to the Board of Trustees. Team/Work Group: A group that addresses a specific subject/project/issue. Their work recurs each year/quarter/etc. Not necessarily participatory. Taskforce Group: An advisory group to College Council focused on a short-term, specific task with a specific timeframe (i.e., the New Shared Governance Task Force). Affinity Groups: Affinity groups are formed around a shared identity or common goal to build community among members of non-dominant groups and to foster inclusion and awareness in the broader university. Subgroup: Committee that reports to Governance Committee Other necessary committees: Tenure Review Committees, Hiring/Search Committees, Professional Development Leave Committe
