Tokelau Civil Registry 2017 - 2018 Birth Registration was estimated to be: 100 % complete within 1 year of birth/for children under 5 Birth Registration 40 22 19 18 20 9 9 8 7 3 0 2019 2020 2021 2022 Health Registered 45% of the total population is estimated to have had their birth registered Death Registration is estimated to be: 100 % complete within 1 year of death Cause of death (from a medical certificate) is provided for 100% of all deaths Vital statistics is based on Tokelau Census and Population Count, which is conducted every 3 years Cross-Sector Collaboration of inter-departments i.e. Health, CR

E-registry and digitisation IT System Government Document Management System (2021) Back up daily Firewall Protection Electronic and paper records 80% Paper & 20% Electronic Future Upgrade IT system Exploring the conversion of paper base to electronic i.e. Microfiche Border Management System i.e. Integrate BMD System works in isolation.

CR Activities Implemented 2020 - 2022 Pre-Covid 19 Support Services Annual Work Plan 2016/2020 Planned Activities Progress/Timeframes April 2019 (Pending) 2022/2023 Goal 5 Carry out extensive advocacy consultations on the 3 villages i.e. Rise the level of awareness Engage with Regional & International partners BDM System available/Suitable for Tokelau Deferred 2022/2023 To enhance the efficiency and efficacy of Births, Deaths & Marriages Operations Review on BDM Rules 1969 Fees Schedule Deed Poll Name Change Deferred 2022/2023 Document Management System Centralizing BDM records Implemented 2021 rolling over in Tokelau 2023 Global Pandemic - COVID-19 BORDERS CONTINUE TO REMAIN CLOSED

Current Challenges Lack of Budget for Human Resource Capacity As a result, training is occasionally deferred or derailed and human resource development is perceived to be considered as not a priority due to other organization priorities. Support Services Strategic Plan 2022/2023 Budget proposal for human resource training development Barriers to Data Sharing Civil Registration & Health Department Limited resources and lack of alignment in the collaboration approach prolongs the data sharing, resulting in inconsistent registrations with CR and actual events occurred on Tokelau Establish and agree on a MOU sharing of data
