This document identifies best policing practices and offers recommendations on how those practices can promote effective crime reduction while building public trust. This document declared that while much work remains to be done to address many longstanding issues and challenges not only within the field of law enforcement but also within the broader criminal justice system research has demonstrated that Americans are, by nature, problem solvers. Thus, it is hopeful that the recommendations included in the document will meaningfully contribute to our nation s efforts to increase trust between law enforcement and the communities they protect and serve. Decades of research and practice support the premise that people are more likely to obey the law when they believe that those who are enforcing it have authority that is perceived as legitimate by those subject to the authority. The public confers legitimacy only on those whom they believe are acting in procedurally just ways. In addition, law enforcement cannot build community trust if it is seen as an occupying force coming in from outside to impose control on the community. 8/25/2025 7

However, Dr. Kimberly A. Miller, a well-respected, licensed psychologist, offers a caveat to this declaration. A highly-regarded law enforcement consultant, Dr. Miller posits that police must have a hybrid mindset; predominantly guardian, but warrior, as necessary for self-protection and protection of others. She regards this optimal balance as the Jedi mindset. Dr. Miller postulates that soft skills because they are the foundation of all human interaction, are also the greatest liability reduction skills. These include: escalation reduction techniques, logic, reason, patience, tolerance, empathy, active-listening skills, negotiation techniques, compassion, influence through leadership, respect for human dignity, and problem-solving abilities. 8/25/2025 8

Dr. Miller emphasizes maximum police/community engagement as a propitious opportunity to show leadership, develop and leverage relationships, build trust and legitimacy, and reduce fear. 8/25/2025 9

Procedural justice is defined as fairness in processes that resolve disputes and allocates resources. This concept is germane to all of our internal processes, all University Police/stakeholder interactions, all referrals, allUniversity Police/Office of Student Conduct proceedings, and all decisions and actions concerning the criminal justice system. 8/25/2025 10

The Special Litigation Section has grown exponentially. Biased-based policing and questionable incidents involving use of force by police are garnering headlines. Police departments must develop, implement, and continually adjust a forward- moving approach, limiting inconsistent practices, while maximizing professionalism and accountability. Further, the three-pillars of Constitutional- based policing must be uncompromising. These include: Policy/General Orders; Education/Training; and Close, Street-level Supervision, including timely, careful supervisory review of officers written reports.
