Education equity is the equitable implementation of policy, practices, procedures, and legislation that translates into resource allocation, education rigor, and opportunities for historically and currently marginalized youth, students, and families including civil rights protected classes. This means the restructuring and dismantling of systems and institutions that create the dichotomy of beneficiaries and the oppressed and marginalized.   6. Monitoring districts provides ODE the opportunity to: Ensure students have access to all educational opportunities Provide technical assistance to support districts. Why do we monitor districts? Title III monitoring is a required activity under ESSA. During monitoring ODE will review and verify compliance with: Title III English Learners and Immigrant Youth Title I-A Oregon Revised Statues (ORS) Oregon Administrative Rules (OAR) Oregon Department of Education 6

  7. For the 2022-23 Title III monitoring selection, ODE staff reviewed the length of time it had been since a district/ESD had been monitored. Based on this information a prioritization status was established. How were districts selected? Priority 1 Any district last monitored in 2015-16 or prior to 2015-16 Any district who has not been previously monitored with Title III , due to joining Title III more recently. Any district identified as a high or heighted risk by ODE for Federal Title Programs. Priority 2 Any district last monitored in 2016-17 Priority 3 Any district last monitored in 2018-19 but part of a TIII consortium with a Priority 1 identified consortium lead.   10. A Note Regarding Dates for Material to Submit Regarding dates for material to submit, we request the most recent and current dates. Ideally this would mean material from the current or previous school years. However, if there is a document(s) that you need to submit and do not have that particular document(s) for the current/prior school year, then it is acceptable to submit material from prior school years.   11. Monitoring Rubric What do districts have to submit? This document provides districts the expected evidence to submit to ODE for review. This is the tool that ODE uses during monitoring to evaluate compliance. Monitoring Template This document is an optional tool provided to assist districts in preparing documents to submit to ODE. Checkboxes are included on the template for monitoring items that may not be applicable for every district. Oregon Department of Education 11

  12. Monitoring Timeline ODE conducts a second round of review if additional information is submitted from districts.
