ERA Priority 6 International Cooperation and role of the Scientific Forum on International Cooperation (SFIC)
ERA Priority 6 - Timeline Feb 2014 Competitiveness Council Conclusions on 2013 ERA Progress Report called on MS & COM to develop by mid-2015 an 'ERA Roadmap ' The purpose of the Roadmap was to identify key implementation priorities seeking maximum impact on ERA's science, research and innovation systems Actions at both EU and MS levels Member States enjoy full autonomy in identifying the most suitable means to integrate into National R&I systems
ERA Priority 6 Timeline May 2015 Competitiveness Council Conclusions on on the European Research Area Roadmap 2015-2020 Calls on identifying appropriate indicators to monitor the implementation of ERA Priorities Call on the Commission to integrate its reporting on ERA Progress with the ERA Roadmap implementation . .develop and implement joint strategic approaches and actions for international Science, Technology and Innovation cooperation on the basis of Member States' national priorities.
ERA Priority 6 - Content Rationale: ERA needs a common and coherent strategic international focus to assert Europe's leading position in R&I in a changing world Top Priority: Deve^lop and implement appropriate joint strategic approaches and actions for international STI cooperation ..based on national priorities
ERA Priority 6 - Content National Level Actions: MS and AC to define national strategies for internationalisation aimed at fostering cooperation with key 3rdcountries. Should seek multilateral STI cooperation reaching scale/scope while addressing common societal challenges
ERA Priority 6 - Content National & European Levels Improve coordination of objective and activities at EU, MS, AC levels towards 3rdcountries & international organisations Notably through SFIC European and macro-regional level Better use of Horizon 2020 to improve coordination with other external policy areas of the UNION Better coordinate policy dialogues of EU, MS, AC and improve information sharing also engaging SFIC
SFIC Actions Close coordination with ERAC and GPC (Group on Joint Programming) chair attending SFIC in Sep 2015 Concrete Actions: SFIC Plenary meetings now include a standing point on EU Joint Science and Technology Cooperation meetings planning and MS bilateral dialogues Structured collaboration in the process establishing EU R&I Multi-Annual Roadmaps for cooperation with 3rdcountries/regions on-going for publication of COM Progress Report (Autumn 2016)
SFIC Actions Concrete Actions (cont.): Integration of SFIC proposals to the upcoming service facility (H2020 WP 2016 'Procurement'), to channel MS,AC, requests for services of relevance to the internationalisation of ERA SFIC created a working group 'Toolbox for international cooperation 'tasked with developing and overview of MS, AC, COM implementation actions of STI cooperation at bilateral/multilateral levels
SFIC Actions Concrete Actions (cont.): SFIC continued to support inter-MS,AC and COM collaboration in country-dedicated working groups for: Brazil, Russia, USA and China
SFIC and Enlargement Countries Enlargement countries are members of SFIC in the same right as MS, AC, COM (who sits as a Member). Participation in SFIC ensures a stake in ERA progress re internationalisation.
