Quarterly Stability Assessment (QSA) Planning Guide 5.9 Next Deadline for QSA All-Inclusive Generation Resource Initial Synchronization Date Upcoming January, February, March Last Day for an IE to meet prerequisites as listed in paragraph (4) below Prior August 1 Completion of Quarterly Stability Assessment End of October Prior November 1 End of January Upcoming April, May, June Prior February 1 End of April Upcoming July, August, September Prior May 1 End of July Upcoming October, November, December If a GINR is not included in QSA, its Initial Synchronization date will be automatically delayed to the next quarter 2

  7. Redacted FIS Stability Report Dynamic models should be removed from the redacted version of FIS stability reports. They are contained in model parameters in report bodies .dyr and .snp files attached in report appendix ERCOT found that dynamic models were included in zipped files embedded in the appendix of redacted FIS stability reports. Suggestions: Avoid zipping and embedding files in report appendix Convert the redacted FIS stability reports to PDF format 7

Curtailments Tests for IRRs Clarification of requirement for interconnections that have already received Part 2 Procedure started in November 2020 for IRRs due to number of commissioned resources that were not able to follow basepoint with the proper telemetry Any IRR interconnection requesting Part 3 approval after November 1, 2020 will be required to pass the curtailment test before receiving approval Interconnections normally required to pass curtailment test before receiving Part 2 > 20 MVA 8

Start with a few minutes of data with the AVR set point at its neutral or nominal setting. Increase the AVR set-point by 2-4% (not to exceed 1.05 per unit voltage, or a lower value if specified by the Transmission Operator or system conditions) and allow sufficient time for the AVR system response to settle (Minimum 5 minutes). Change the AVR set point back to the nominal set point and allow sufficient time for the AVR system response to settle (Minimum 5 minutes). Decrease the voltage set-point by 2-4% step-change (limited to 0.95pu), depending on the initial set-point voltage and ERCOT s and TSP s feedback on the size of step-change allowable at the time of the test based on system conditions. Allow sufficient time for the AVR system response to settle (Minimum 5 minutes) Change the voltage set-point back to the original set-point Allow sufficient time for the AVR system response to settle (Minimum 5 minutes) Record all the data and submit the AVR test results to ERCOT via NDCRC Record in 1- 4 sec intervals! Conventional AVR/PSS Test Process: Coordinate AVR/PSS test QSE coordinates with ERCOT and TSP/TO! The tests should be performed when the generators under test are on-line and at high or full output If the generator is equipped with a PSS, the PSS should be turned off to verify the functioning and performance of the AVR. Another test should be conducted with the PSS on to verify the functioning and performance of the PSS A voltage set-point step of 2-4% is recommended for the tests (limited to the range of .95pu-1.05pu at the POI) Test data should be collected for at least 1-5 seconds prior to the step change and for at least 10 20 seconds after The test should begin with the AVR voltage set-point at its neutral or nominal setting. The AVR voltage set-point should be changed by introducing the step and allowed to settle, then the AVR voltage set-point should be returned to the setting prior to the step change and allowed to settle Record all the data and submit the AVR and/or PSS test results to ERCOT via NDCRC Record in 1- 4 sec intervals!
