SALADO ISD POLICE DEPARTMENT ESSENTIAL POLICE SERVICES PLAN FOR CAMPUSES 2023-2024
IN ACCORDANCE WITH SENATE BILL 393 SECTION 37.143, EFFECTIVE SEPTEMBER 1, 2013, A POLICE OFFICER IN THE STATE OF TEXAS IS PROHIBITED FROM ISSUING A CITATION TO A STUDENT 10 YEARS OF AGE AND YOUNGER THAN 18, WHO IS ALLEGED TO HAVE COMMITTED A SCHOOL OFFENSE. THIS INCLUDES SCHOOL-SPONSORED EVENTS. (I.E. SPORTING EVENTS, PROMS, AND DANCES AT FACILITIES NOT OWNED BY THE DISTRICT.)
PROVIDE EXTERNAL POLICE SERVICES TO THE CAMPUS THAT INCLUDE: ENFORCEMENT OF TEXAS CODE OF CRIMINAL PROCEDURE, PENAL CODE, TRAFFIC CODE, EDUCATION CODE, HEALTH AND SAFETY CODE, FAMILY CODE APPLICABLE SALADO ISD BOARD POLICIES AND ADMINISTRATIVE PROCEDURES PROVIDE PRO-ACTIVE PATROL OF THE CAMPUS FOR VIOLATIONS OF LAWS AND SUSPICIOUS PERSONS AND ACTIVITY. EMERGENCY RESPONSE TO CRIMES OR EMERGENCIES IN PROGRESS. INVESTIGATION AND DOCUMENTATION OF CRIMES OCCURRING ON THE CAMPUS. OFFICERS SHALL TAKE THE LEAD WHEN INVESTIGATING ANY OFFENSE, (CLASS B MISDEMEANOR OR ABOVE), WHICH SHALL INCLUDE TAKING STATEMENTS FROM WITNESSES AND/OR SUSPECTS WHENEVER A PROSECUTION IS PLANNED. THE CASE PACKET WILL BE SHARED WITH CAMPUS ADMINISTRATORS TO THE EXTENT ALLOWED BY LAW IN ORDER TO FACILITATE THE DISCIPLINARY PROCESS. CAMPUS ADMINISTRATORS SHALL HAVE DISCRETION ON WHETHER TO PURSUE CLASS C MISDEMEANOR CASES PROVIDED THE ELEMENTS OF AN OFFENSE EXIST. RESPOND TO INTRUSION AND FIRE ALARMS DURING SCHOOL HOURS AND PROVIDE ON-SITE ASSISTANCE TO STAFF IN THE OPERATION OF THE ALARM SYSTEM. RESPOND TO NON-EMERGENCY CALLS FOR SERVICE RELATING TO THE DISTRICT. ASSIST OTHER LAW ENFORCEMENT AGENCIES THAT MAY BE INVOLVED WITH DISTRICT PERSONNEL OR STUDENTS. ASSIST WITH, PROVIDE, OR OTHERWISE COORDINATE EMERGENCY MEDICAL RESPONSE TO THE CAMPUS, AS REQUESTED.
MISSION STATEMENT THE SALADO ISD POLICE DEPARTMENT S MISSION IS TO PROVIDE THE STUDENTS, STAFF, AND ADMINISTRATION WITH THE HIGHEST LEVEL OF PROFESSIONAL POLICE SERVICE POSSIBLE, THUS ENSURING A SAFE LEARNING ENVIRONMENT FOR ALL WITHIN THE SISD.
PROVIDE EXTERNAL POLICE SERVICES TO THE CAMPUS THAT INCLUDE: INVESTIGATION AND DOCUMENTATION OF ALLEGATIONS OF DISTRICT EMPLOYEE MISCONDUCT, WHEN ASSIGNED. INVESTIGATION AND DOCUMENTATION OF VIOLATIONS OF STUDENT CODE OF CONDUCT INVOLVING THREATS TO SAFETY. INVESTIGATE ALLEGATIONS OF SEXUAL HARASSMENT REPORTED TO CAMPUS ADMINISTRATORS, WHEN ASSIGNED. INVESTIGATE AND DOCUMENT ILLNESSES AND INJURIES OCCURRING ON DISTRICT PROPERTY OR RELATING TO THE OPERATION OF THE DISTRICT, AS REQUESTED. INVESTIGATE FIRES ON CAMPUS AND SERVE AS A LIAISON WITH THE APPROPRIATE EMERGENCY SERVICE PROVIDERS. BE ALERT FOR AND REPORT FACILITY-RELATED SAFETY CONCERNS. INVESTIGATE AND IMPOUND ABANDONED VEHICLES ON CAMPUS. REVIEW AND UPDATE DISTRICTWIDE EMERGENCY OPERATION AND CRISIS PLANS PERIODICALLY. CONDUCT REQUIRED TEXAS SCHOOL SAFETY CENTER SAFETY AUDITS. THE CHIEF OF POLICE SHALL ASSIST CAMPUS ADMINISTRATORS IN REVIEWING AND FORMULATING THEIR CAMPUS CRISIS RESPONSE PLANS.
PROVIDE DIRECT SUPPORT TO CAMPUS ADMINISTRATORS, FACULTY, AND STAFF BY PROVIDING THE FOLLOWING SERVICES: COLLABORATE WITH CAMPUS PRINCIPAL TO KEEP THEM APPRAISED OF CAMPUS INCIDENTS/ISSUES. KEEP THE FRONT OFFICE INFORMED OF SITUATIONS THAT REQUIRE THE OFFICER TO BE OFF CAMPUS. RESPOND TO CLASSROOMS TO ASSIST TEACHERS WITH EMERGENCIES SUCH AS FIGHTS OR PERSONS WITH WEAPONS (NO CLASSROOM DISRUPTIONS SUCH AS ATTIRE, CURSING, OR REFUSING TO COMPLY WITH CLASSROOM RULES). PATROL HALLWAYS DURING CLASS CHANGE PERIODS, DURING LUNCH PERIOD(S). (NO FIXED POSTS) MONITOR AND ASSIST WITH INTAKE AND DISMISSAL. ASSIST FACULTY WITHIN AN APPROPRIATE SCOPE OF SBLE WITH STUDENTS WHO ARE OUT OF CONTROL AND A DANGER TO THEMSELVES, AND OTHERS, OR ARE DAMAGING PROPERTY. PROVIDE A POLICE PRESENCE ON CAMPUSES DURING PUBLIC GATHERINGS. ASSIST THE CAMPUS IN CONDUCTING REQUIRED SAFETY AND FIRE DRILLS. REVIEW VIDEO SURVEILLANCE SYSTEM FOR INCIDENTS THAT OCCUR ON CAMPUS.
PROVIDE DIRECT SUPPORT TO CAMPUS ADMINISTRATORS, FACULTY, AND STAFF BY PROVIDING THE FOLLOWING SERVICES: ASSIST CAMPUS ADMINISTRATION IN CHILD CUSTODY MATTERS, TEMPORARY RESTRAINING ORDERS, AND FAMILY PROTECTIVE ORDERS. ASSIST CAMPUS ADMINISTRATORS IN LOCATING PARENTS IN CASE OF EMERGENCY. PROVIDE STUDENT TRANSPORT ONLY AFTER REASONABLE EFFORTS TO CONTACT A PARENT OR GUARDIAN TO COME AND PICK UP THE STUDENT HAVE FAILED. (I.E., 30 MINUTES) PROVIDE A POLICE PRESENCE TO ADMINISTRATORS WHILE THEY ARE DEALING WITH IRATE PERSONS. ASSIST CAMPUS AND DISTRICT ADMINISTRATORS, AS REQUESTED, DURING JOB ACTIONS SUCH AS SUSPENSIONS AND/OR TERMINATIONS. ASSIST CAMPUS STAFF WITH THREAT ASSESSMENTS ON STUDENTS AND STAFF EXHIBITING ALARMING BEHAVIOR, AS REQUESTED. HELP CAMPUS WITH TRAFFIC FLOW PROBLEMS AT THE SCHOOL. COORDINATE WITH OTHER EMERGENCY SERVICE PROVIDERS WHEN NECESSARY.
PROVIDE INTERNAL SERVICES TO THE POLICE DEPARTMENT, WHICH INCLUDE: COORDINATE AFTER-HOURS RESPONSE WITH LOCAL LAW ENFORCEMENT AGENCY AS NECESSARY. IN A TIMELY MANNER, PROVIDE INFORMATION ABOUT NEWSWORTHY EVENTS AND CRIMES OCCURRING ON DISTRICT PROPERTY OR RELATING TO THE MISSION OF THE DISTRICT, TO THE CAMPUS ADMINISTRATION. KEEP THE CHIEF OF POLICE UPDATED ON CASES AND SITUATIONS ARISING ON THE CAMPUSES. CONDUCT PRE-EMPLOYMENT BACKGROUND INVESTIGATIONS ON POTENTIAL POLICE EMPLOYEES AS REQUESTED. SERVE AS A FIELD TRAINING OFFICER FOR NEWLY HIRED OFFICERS TO THE SISD POLICE DEPARTMENT. PROVIDE SECURITY SERVICES AS REQUIRED AT DISTRICT FUNCTIONS TO INCLUDE GRADUATION, ATHLETIC EVENTS, AND OTHER EVENTS AS ASSIGNED. RESPOND TO MOTOR VEHICLE ACCIDENTS INVOLVING DISTRICT VEHICLES, AS REQUESTED. PARTICIPATE IN ONGOING TRAINING IN ORDER TO MAINTAIN TEXAS PEACE OFFICER LICENSE (TCOLE) PERFORM OTHER DUTIES AS ASSIGNED.
