Background Various claims that South Africa has low levels of entrepreneurship, yet research does not seem to capture millions of entrepreneurial activities (townships and villages) Global Entrepreneurship Index (2016) states that SA ranks #52 out of 132 countries on quality of entrepreneurs (ahead of all Sub- Saharan Africa) DSBD has a mandate to develop an Entrepreneurship Plan 4

Our contribution towards the establishment of a culture of entrepreneurship Centres for Entrepreneurship Programme and Rapid Incubation Programme Supported Start-up weekend (Durban) in 2014 run by UKZN Close working relations with the Start Up Nations (Innovation Hub, Wits & IDC) Transversal Agreements with other gov depts (new Innovation Fund by DST) Participating in the LOC to host GEC 2017 6

Ease the constraints within the business environment So far the department has rolled out the Red Tape Reduction Guidelines to all the provinces Few provinces have set up red tape reduction units More provinces are being encouraged to establish these units Regulation to be flexible to welcome innovative ideas and disruptive enterprises 8

Develop a national web portal A responsibility to develop a portal in phases; The first phase focuses on access to finance; In this regard, a web-based platform, FinFind, was launched at the end of October 2015; Next phases will focus on the database, business development services and access to markets 9

  10. Promote the adoption of a micro- franchising strategy Micro-franchising has been adopted as a key driver of entrepreneurship; DSBD plans to package 15 profitable small business over the next three years; With additional funding, this number can be increased; Culminate into a Franchising Strategy 10

  11. Conclusion Overall, progress has been made in implementing the recommendations of the HRDC s Enabling Entrepreneurship Task Team; However, there is a need to strengthen co- operation in relation to entrepreneurship promotion as well as mobilise additional funding to support innovative ideas. 11
