EU external activities EU external activities include: 1. Common Foreign and Security Policy (CFSP) 2. Common commercial policy, 3. Cooperation with third countries and humanitarian aid, 4. Restrictive measures, 5. International agreements with third countries, 6. Relations with international organizations and third countries
Goals of the EU external actions In relations with wider world the Union shall uphold and promote its values and interests and contribute to the protection of its citizens EU shall contribute to: Peace and security Sustainable development of the Earth Solidarity and mutial respect among people Free and fair trade Eradication of powerty Protection of human rights Strict observance and development of international law, including respect for the principles of the Charter of the United Nations 1. 2. 3. 4. 5. 6. 7.
Principles of the EU external actions The Union actions on the international scene shall be guided by the principles which have inspired its own creation, development and enlargement: democracy, the rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, the principles of equality and solidarity and respec for the principles of the United Nations Charter The Union shall develope relations and build partnership with third countries and international organizations which share the same principles The Union shall promote multilateral solutions to common problems, in particular in the framework of the United Nations
Goals of the EU external actions The EU shall define and pursue common policies and actions in order to: Safegurad its own values, fundamental interests, security, independence and ingtegrity Consolidate and support to the democracy, the rule of law, human rights and principles of the international law Preserve peace, prevente conflicts and strengthen international security Foster the sustainable economic, social and environmental development of developing countries with primary aim of eradicating powerty Help develop international measures to preserve and improve the quality of environment and sustainable mangement of global natural resources Promote international system based on stronger multinational cooperation and good global governance 1. 2. 3. 4. 5. 6.
Legal instruments in the field of the CFSP General guidlines Decisions defining: Actions to be undertaken by the Union Positions to be taken by the Union Arrangements for the implementation of decisions referred to in points 1. and 2. The Member States shall support the Union external and security policy actively and unreservedly in a spirit of loyality and mutual cooperation and shall comply with the Unions actions in this area Member states shall coordinate ther action in international organisatons and at the international conferences 1. 2. 3.
General principle of respect for human rights and Common Foreign and Security Policy Jurisdiction of the Court of Justice is excluded in the field of Common Foreign and Security Policy (CFSP) Exception: lawsuits by individuals against restrictive measures adopted under the CFSP In lawsuits against restrictive measures, individuals can also invoke the basic principles of human rights protection
