STEP STEP r inriktat p EU:s konkurrenskraft och industripolitik. Mlen med STEP STEP ska st dja utvecklingen och tillverkningen av kritisk teknik inom tre sektorer: digital teknik och teknikintensiva innovationer ren och resurseffektiv teknik och bioteknik. STEP ska st dja st rka dessa sektorers v rdekedjor, uppmuntra investeringar i kritiska r varor och tg rda brist p arbetskraft och kompetens. Arbetsmarknadsdepartementet 3
Finansiering Finansieringen f r STEP kommer fr n befintliga EU-program, bl.a. kan medel fr n fonderna inom sammanh llningspolitiken, inkl. ESF+, anv ndas f r investeringar. F r att nytta m jligheterna inom STEP till flexibilitet kr vs program ndringar. Arbetsmarknadsdepartementet 4
STEP Amendments to the Funds under the CPR 2021-2027 ESF+ 2021-2027 (Article 12 of STEP) The ESF+ may contribute to STEP objective set out in Article 2(1)(b) STEP : Addressing shortages of labour and skills critical to all kinds of quality jobs for the development or manufacturing of critical technologies in the following sectors: (i) digital technologies, Scope of support (ii) clean and resource efficient technologies, including net-zero technologies (iii) biotechnologies, including medicinal products on the Union list of critical medicines and their components; MS may use ESF+ to support development of skills in net-zero technologies, including those based on learning programmes of Skills academies, the training of young people and the skilling, upskilling and reskilling of workers in net-zero technologies The ESF+ may provide support to the development of skills in general, i.e not limited to specific sectors. However, under STEP this support is limited to STEP sectors
STEP Amendments to the Funds under the CPR 2021-2027 ESF+ 2021-2027 (Article 12 of STEP) MS may create a dedicated priority to STEP (necessary for increased co-financing) Allocation to the priority is not subject to any capping Support may be programmed under any of relevant specific objectives (e.g SO a), d), e), g)) 30% of the dedicated priority s allocation to be paid as one-off pre-financing Provided the Member States submits request for programme amendment by 31 March 2025 Pre-financing to be cleared in the final accounting year Co-financing rate may be increased up to 100% The ESF+ would allow to address the shortages of labour and skills critical to all kinds of quality jobs through re-skilling and up-skilling for clean tech, bio tech and deep tech. This would include support to companies active in those sectors, but could also be seen as broader, for example supporting a PES (Public Employment Services) training programme in support of these sectors.
