  3. What is expected of game referees in the league Confidence: Begin by knowing the game and rules by studying the resources provided. Call penalties and communicate with confidence as you are the ultimate authority on the field. Use the whistle, penalty flag, hand signals and instruction throughout the game without being timid.

  4. What is expected of game referees in the league Communication: Keep an open line of communication with coaches, players, other referee and spectators. Speak with players at a level they can understand. Be sure to include both coaches when explanations are needed. Use proper officiating techniques and positions so that everyone understands what is being communicated. Use your voice to instruct throughout the game.

  5. What is expected of game referees in the league Control: Keep the game clean and help players to avoid rough play as you are the highest level of authority on the field. Instruct players throughout the game. Be consistent in making calls to avoid confusion from players, coaches and spectators. Use the whistle and penalty flags to make the necessary calls throughout the game and call all penalties.

What is expected of game referees in the league Consistency: Coaches, players and spectators appreciate consistent officiating where all players, teams and coaches are held to the same standards and is reflected in the calls that referees make. Coaches are teaching the game at practice and referees are able to support coaches by enforcing rules of the game. Don t let calls slide because a team is behind or make things tougher on players who have more skill. Call the game consistently for everyone to help them learn the game.

  7. What is expected of game referees in the league Christlikeness: Lead by example in your attitude and actions to reflect who Christ is. Encourage players and coaches by what you say and do. Players, coaches and spectators see the tone you set and follow your example.

Each team has one 30 second time out per half and time outs do not carry over from the second half. The clock stops in the last one minute of the half and game under certain circumstances: After an incomplete pass After the ball carrier goes out of bounds After a touchdown During an extra-point attempt For an official s timeout After an interception During a called timeout until the ball is snapped Ona a change of possession For a penalty

  11. Rules of Flag Football Points of emphasis for this season Page 23 Passing the Football in the No Run Zone. All passes in the no run zones must be completed beyond the line of scrimmage to advance out of the no run zone. Only one forward pass can be completed per play.

  12. Rules of Flag Football Points of emphasis for this season Page 25 Defensive basics and rushing the passer. All players rushing the QB must begin 7 yards behind the line of scrimmage. There is no penalty for a player who begins behind the 7 yard marker and moves forward before the snap so long as they do not cross the line of scrimmage prior to a handoff or a pass leaves the QBs hand.

When a penalty is committed, the referee should throw the penalty flag in the direction of the penalty. Don t blow the whistle unless it is a dead ball penalty. With all other penalties the play should be allowed to finish, and the whistle is blown at the end of the play. Dead ball penalties include: Neutral Zone Infraction Delay of game False start Encroachment

  14. Rules of Flag Football Points of emphasis for this season Page 30 Flag guarding Flag guarding is when a ball carrier s arm or hand is used to prevent a flag from being pulled. This may be intentional or unintentional and results in a penalty at the spot of the infraction which is a 5-yard penalty and loss of down.

  15. Rules of Flag Football Points of emphasis for this season Page 32 Shielding Penalty Shielding is a non-contact block that impedes a defender from making a tackle. This could be other offensive players running immediately side by side, in front of or behind a ball carrier to impede defenders from making a tackle. The penalty is 5 yards from the spot of the foul and a loss of down.
