Background New safety guide Main reason for developing the document is to provide recommendations to regulatory bodies (RBs) to meet Requirement 15 of GSR Part 1 (Rev. 1) To systematically collect, analyse, implement and disseminate lessons learned No generic guidance available for RBs for developing and implementing effective and efficient arrangements for managing regulatory experience feedback IAEA-TECDOC-1899, Effective Management of Regulatory Experience for Safety does not cover all aspects of managing regulatory experience IAEA SSG-50, Operating Experience Feedback for Nuclear Installations Identified as one of the major challenges being faced by RBs in the Conferences discussing effective Nuclear Regulatory Systems since 2013 Long term plan To integrate into the revisions of GSG-12 and GSG-13

Overview of the Document The objective and scope of DS547 remains essentially unchanged as compared to approved DPP The information in DS547 includes Section 2: Concept of regulatory experience Section 3: Management of regulatory experience feedback Section 4: Integration of the regulatory experience feedback management arrangements into the management system Section 5: Application of a graded approach Section 6: Analysis of the effectiveness of the regulatory experience feedback management arrangements Section 7: Training of personnel

Status of the Document The DPP was approved by the Committees in November 2023 The first draft was developed in one Consultancy Meeting (involving five experts) and one Home Based Assignment (involving one expert) during 2024 The first draft was posted on webpage for SSCs review in August 2024 Table of resolution of SSCs comments posted along with the revised version of the draft incorporating comments in October 2024 Approved by WASSC (58thMeeting) and EPReSC (19thMeeting) to share with Member States for their comments

SSC Member Comments: High Interest Inclusion of flowchart in Section 3 to elaborate the arrangements for managing regulatory experience feedback Revision of section 5 (application of a graded approach) Relocation of guidance provided in Annex (identification of sources) as Appendix Relocation of the checklist to be used as a tool for identifying lessons learned and good practices from Appendix to Annex

SSC Member Comments: Not Accepted Comments on formatting of the draft safety guide Verbatim from safety standards References to IAEA publications Comments outside the scope of the draft safety guide More recommendations on operating experience Requests for additional guidance (examples, case studies) to support the regulatory bodies in fulfilling the recommendations

SSC Member Comments: Summary 163 comments from Australia, Brazil, Canada, Finland, India, Pakistan, Republic of Korea, Sweden, UK and USA 110 comments are accepted The comments were mainly for clarification, editorial changes, consistent use of terminology, inclusion of flow chart and relocation of guidance provided in Appendix and Annex All comments were addressed. Comment resolution tables have been shared, and no objections have been received.
