Energy Support Schemes Energy Support Schemes October 2024 October 2024
Operating since 2013 to provide free impartial expert energy advice to all Dorset residents (Phone/E-mail). Funded by Dorset Council, BCP Council and Public Health Dorset (now through government bids LA can apply for). Advice provided free at the point of use like NHS services. Also supplies fund of last resort to assist households with energy saving measures like cavity wall and loft insulation. Provides funding top ups to other energy efficiency funding programs where there s value for money and a positive impact.
Who is eligible? Energy advice is free to all tenures, regardless of income or criteria (telephone/e-mail) To qualify for additional assistance with insulation, possible heating measures and other top up funding, clients would need to: Have a Cardiovascular, Respiratory, Auto-Immune or Mental Health condition Have a Disability Have a low income (typically below 31,000 between household members) Have attended Hospital for a recent fall Have had a recent bereavement Are pregnant Is living with addiction Is a recent immigrant or asylum seeker Is Armed or Ex-Armed Forces or their Spouse. Household contains someone over 65 or under 5 years old (and household income below 75k per year)
What are the outcomes? Increased support and advice for vulnerable and non-vulnerable residents. Increased cross-referral, networking and coordination with other services - housing, sustainability, health, social care, advice and charity sectors. Positive health outcomes, improvements in housing, income maximisation, air quality as well as fuel poverty, energy demand and carbon reduction. 2021-24 activity resulted in: the installation of 1800 insulation measures into 1540 properties from May 2021 April 2024.
How can we help? Help check clients energy usage, meters, bills, highlight any trends or issues. Give in-depth, face to face energy advice, including setting heating controls, appliance use, condensation reduction, water use, energy tariffs. Priority services register/social tariffs through energy/water companies, apply for free water saving gadgets, income maximisation, Safeand Well visits, food support, handyman schemes, Buy with Confidence, other charitable trust funding and much more. Install free energy saving measures on the visit to start saving energy instantly. Identify any other funded appliance, heating, insulation or renewable energy improvements and can offer a heating tune up to owner ooccupiers Contact clients in the future if any new funded initiatives are able to assist!
Who is eligible and what for? Any tenure of housing owner occupier, private or social housing tenant Any household with under 31,000 income level Or Any household receiving an income or disability benefit The above households meeting these criteria qualify for the home visit, the advice, the applicable onward referrals, and the free measures fitted in the home: Free measures include LED light bulbs, reflective radiator panels, remote controlled sockets, chimney balloons, draft proofing to external doors, internal doors and letterboxes. In the winter we may have access to heated throws if the resident is elderly, living alone and potentially living in one room to keep warm. LEAP also often provides heated airers and dehumidifiers while stocks last in winter.
Who is eligible and what for? LEAP Boiler Scheme Opens from October mains gas boilers and owner occupiers only To qualify residents need to be on a benefit or be over 65 and have long term health issues. Boiler must be broken or working intermittently, but should not have been inoperable for more than 6 months! Boilers over 8 years old will be replaced, but if not, may be repaired. Timelines typically 7-14 days from referral to completion.
Who is eligible and what for? LEAP Appliances Same as main LEAP criteria and any tenure (as long as tenant responsible for appliance as stated in tenancy agreement) Appliances over 8 years old and broken 1 appliance only Electric cookers, fridge-freezers, under-counter fridge, under-counter freezer, fridge freezers There must be an existing appliance to replace! The appliance must be free standing not built into the kitchen units There must be suitable space and connections in place for water feed, mains power (not extension lead) and suitable hot zone protection for the cooker (e.g. tiles not wallpaper on wall behind)
Outcomes Highly regarded service providing comprehensive package of assistance, but able to dovetail with other provision, report back to other agencies and often the best starting point. Home visits are more effective at identifying and targeting the right support and onward referrals clients open up more in their own surroundings to another person and we can see the issues! Team of empathetic assessors who are highly trained and skilled in knowledge of energy efficiency and other support.

Other HUG2 Home Upgrade Grant ending March 2025 and being replaced by Warm Homes Local Grant ASHP, PV, batteries, HHR storage heaters, insulation. Case Studies Some of our best outcomes are: Under LEAP we supported a social housing client in Christchurch who had an income maximisation outcome of 23,500 in backdated disability benefits. A client this year (85 years old/with COPD) not only had a free gas boiler replacement, but their loft insulated and a free fridge freezer and electric cooker replaced. Under the HUG2 scheme, the largest successful job was to fit a free air source heat pump, solar PV panels, insulate their loft and their cavity walls, which was 30,000 worth of grant funding, which is estimated to decrease their energy bills by 500 per year. Other outcomes included: identifying someone was having their electricity stolen by a neighbour, identifying and reporting numerous faulty meters, accessing charitable trust funding for other home repairs and reducing energy debt, upgraded clients to gas central heating or upgraded their storage heaters!
