Henry VIII and foreign policy 1539 Found himself without allies (Schmaldkaldic League negotiations failed, 10 yr truce between Francis I and Charles V .which quickly broke down) Determined to prevent Scottish alliance with France and intended to engage Edward to Mary (daughter of James V and future Queen of Scots 1542 Norfolk led disastrous raid on Scotland. Scots retaliated with an equally disastrous counter-attack where they were heavily defeated at the Solway Firth. James V died maybe of shock or humiliation!?! July 1st 1543 Treaty of Greenwich agreed 1) Peace 2) Marriage agreement. Scots backtracked on this agreement by the end of the year. 1544 Rough Wooing Led by Earl of Hertford (Edward Seymour) destroyed Edinburgh from land and sea

  20. Henry VIII and foreign policy June 1544 Henry VIII invaded France but ignored the plan to attack Paris and instead marched on, and won, Boulogne. BUT Charles V felt let down so made peace with Francis on the same day. July 1545 French ships sailed into English waters at Portsmouth in an attempted invasion with 220 ships and 30,000 soldiers. Due to weather and bad French organisation the invasion failed but the Mary Rose sunk itself. 1546 Treaty of Campe (signed after Henry ordered secret negotiations with both France and Spain). England would keep Boulogne for 8 years, France would buy it back for 600,000 and pay an annual pension of 35,000 a year. Total cost of war was 2,134, 784. Henry had raised around 650,000 in taxation, 270,000 from forced loans, 800,000 from selling ex-religious lands and borrowed 100,000 from Antwerp money market. Still in debt so twice debased English coinage called in all of the silver coinage and then sent it out again with lower silver content but same face value. In March 1542 the value of the silver content of each English coin averaged 75 percent of each coin s face value. By March 1545 the value of the silver content had fallen to 50 percent, and by March 1546 to 33.33 percent. Foreign countries wouldn t accept the debased currency and it also led to further price rises in England.

To add to his problems, Henry II of France declared war in August 1549. Somerset's resources were split, and in order to defend Calais and Boulogne, Somerset had to remove troops from the Scottish border. Nevertheless, Calais and Boulogne were not lost. His protectorship ended with a war in France and a hostile Scottish/French coalition in the north.

  26. The international position was such in 1547 that England was at war with France, and relations with Scotland were also very strained. To make matters worse, the French had an alliance with the Scots, which made their northern enemy all the more aggressive in their dealings with England, and it meant that England could easily find itself fighting a war on two fronts, which would be extremely costly. Somerset was bound by Henry's will. Henry had made a bid for the Scottish throne by betrothing, his then six year old son, Edward, to the young Scottish princess, Mary (later Queen of Scots - don't confuse her with Mary Tudor, who was Edward's half-sister). An arrangement which was finalised by the Treaty of Greenwich, 1543. However, the engagement was broken by the Scots, and it was arranged that Mary would marry the Dauphin. With the possibility of an alliance with France totally removed, Somerset began his campaign against Scotland. Things went well initially. Somerset and Dudley led their armies on Berwick, and with the aid of a number of foreign mercenaries marched up into the lowlands to defeat the Scots in the Battle of Pinkie (September 1547). But then Somerset did nothing for months, allowing the Scottish to secure French support, and this they did. In June 1548, over 6,000 French troops landed in Scotland. They captured English forts, and secured the safe passage of the princess Mary to France for her impending marriage. Because of either personal stubbornness, or pressure from the nobility, or fears for the north of England, or because he ignored the advice of council, Somerset decided not to pull out of the conflict, but to press on. All this despite a severe lack of funds. Three more armies were sent to the border. Somerset spent over half a million pounds on the war in the north. To add to his problems, Henry II of France declared war in August 1549.   37. Thus Somerset, noble-minded and generous, but also ambitious, high-handed and incompetent, made way for a man for whom no-one has ever had a good word. The manner in which Northumberland and his followers grasped honours from the powerless hands of a boy king demonstrates to the full that the evils of factious magnate rule were reviving under this upstart nobility. But in some ways Northumberland s rule marked an improvement on Somerset s. He recognised the evils of a debased coinage and did something to tackle them. It looks very much as though Northumberland had to cope with an administration allowed to rot by Henry VIII and Somerset, and as though he attempted genuine remedies. Where Somerset was attractive as a man but disastrous as a ruler, Northumberland displayed every unpleasant personal characteristic but seems to have shown skill and penetration in public affairs.
