Session objective The EQA will plan to carryout one or more types of sampling. They may plan to sample: Procedures for externally monitoring and evaluating internal quality assurance Requirements for externally monitoring and evaluating internal assessments Techniques for externally sampling evidence Compare types of feedback Standardisation requirements Importance of feedback, support and advice Dealing with disputes QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Procedures for sample planning (3.1) C Candidates/learners Assessors/Tutors/IQAs A Methods of learning/assessment M Evidence E Records R A Assessment sites Q Qualification QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Procedures for sample planning (3.1) The EQA will plan to carryout one or more types of sampling. They may plan to sample: Some incomplete programmes and/or qualifications interim sampling Some complete programmes or qualifications - summative sampling All parts of the programme or qualification over a period of time over 2-3 years Some work that has been undertaken by all team members (standardisation) A variety of types of learners work (strength in certain areas) A range of records QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Risk management and sample planning (3.1) Identifying risk will help to direct the focus of EQA activities. This may be completed by the AO but EQAs need to be able to do this. Information to be considered may include: Complexity of the centre model Level of experience and maturity of the organisation Centre track record Previous sanctions Experience, workload and location of IQAs, assessors and trainers Any known problem units Number of qualification routes of subjects being delivered (assigned to centre) Types of assessment methods used Number of assessment sites Number of learners Records kept QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Requirements for externally monitoring and evaluating (3.2) Record keeping requirements Equality Health and safety Assessment Self assessment Stakeholders Documentation content Quality assurance strategy QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Techniques for externally sampling (3.3) Sampling records Sampling products /Learner work Observing IQAs undertaking IQA activities Observations of standardisation meeting Discussions with IQAs Discussions with others (witnesses) Learner interviews One-to-one Meetings with Assessors/IQAs/trainers EQA Plan may include all over a period of time QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Types of feedback, support and advice (4.1) feedback: one-to-one, written, verbal, informal / formal, online, team meetings, self- assessment review, student feedback, evaluations support: colleagues, mentor, line manager, Quality Manager, subject specific or additional needs support e.g. staff development team providing continuing professional development, INSET activities. advice: Awarding Organisations, Sector Skills Councils, Regulatory bodies QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Feedback (4.1) Feedback should be: Honest, clear and detailed A dialogue Both written and verbal Constructive and positive Factual and designed to improve future assessment/QA practice Specific about what has to be done and how it should be done Be given in a suitable environment Cover good practice and areas for improvement Agreed with the trainer/assessor/IQA QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Standardisation (4.2) Standardisation could be aligned to: Awarding organisation policies and procedures Sector skills councils/relevant bodies (SIA, FAQP, Food Safety forum) Assessment best practice Remember assessment decisions should be consistent regardless of: The assessor The learner The centre QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Standardisation (4.2) Working through requirements together and agreeing expected outcomes The EQA team watches recorded activity and gives feedback The EQA team watches a recorded training session and gives feedback EQA judging assessment evidence together EQA Team members get together to agree on what the answers to questions should contain EQA eam members observe each other working and giving feedback QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Importance of feedback, support and advice (4.3) Come and tell us what we should be doing don t just come and tell us when we haven t done it! QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Importance of feedback, support and advice (4.3) A move from verification to quality assurance has brought with it a move to support and guidance. Less punitive Focussed on developing quality (#RaisingStandards) More supportive A Positive experience More flexible Support delivered through interactions, supporting documents and even socially QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Dealing with issues and disputes (4.4) Concerns identified Inform AO with supporting evidence Appropriate action AO determines level of risk QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Dealing with issues and disputes (4.4) What concerns may an EQA identify? Missing or incomplete records Lack of resources Lack of understanding related to qualifications Inaccurate records Weak internal quality assurance; lack of standardisation Low standard or inaccurate marking Missing assessment evidence Assessments not undertaken to required standard QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Supporting evidence Copies of records Report of conversations Copies of materials Learner discussion reports MyQNUK system records Will the evidence stand up to an appeal? QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Level of risk No set requirement for how centres are rated Red, Amber, Green (RAG) High, Medium, Low QNUK ratings relate to various criteria Assessors Qualifications Previous compliance Other intelligence QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Level of risk Previous history, concerns Concerns identified Potential consequences Actions to be taken QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Possible actions Action plan to correct/update (this needs to be checked) Assessment evidence requiring higher moderation Targeted EQA interaction Centre staff training/standardisation Removal of qualification/assessor or centre status QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Malpractice Some malpractice is also fraud AOs may need to work with sector investigators or the Police Main concerns: The integrity of the regulated qualification could be in question Learners are being disadvantaged Strong suspicion of malpractice/fraud QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
Malpractice Step 1 Damage limitation Centre may be placed in sanctions to stop future registrations/certifications Step 2 Investigate Possibility of internal investigation Gather relevant evidence; remember we have the power to request documents, interview learners etc Step 3 Action plan Possible removal of centre status inform other AOs and possibly centres Possible action plan to improvement QNUK Level 4 Award in Understanding the External Quality Assurance of Assessment Processes and Practice (RQF)
