  1. FAMPO ADMINISTRATOR REPORT March 2025 1

  2. Smart Scale East West Study Staff have arranged a workshop to review SMART SCALE as a program and look towards future rounds Official Title: FAMPO Intraregional Multimodal East-West Mobility Study The Virginia Highway Commissioner has reached out to offer OIPI staff to attend the workshop to explain how the scoring process works in some detail Project will be divided into two phases: Phase I To identify Multimodal Transit, TDM & related improvements to improve intraregional East-West mobility. thought of as a black box Commissioner is concerned that FAMPO believes some of the metrics are Phase II To identify further roadway & bike/pedestrian improvements to improve East-West mobility and complete transit and roadway ROW engineering where applicable 2

  3. River Crossing East West Study We have scheduled CTAC to make their presentation to the April Policy Committee meeting as they are not ready with their materials. Official Title: FAMPO Intraregional Multimodal East-West Mobility Study The City will not give feedback yet on the data center today Project will be divided into two phases: Consultant has indicated that they are ready to make their corridor recommendations to the Policy Committee Phase I To identify Multimodal Transit, TDM & related improvements to improve intraregional East-West mobility. Phase II To identify further roadway & bike/pedestrian improvements to improve East-West mobility and complete transit and roadway ROW engineering where applicable https://www.capjournal.com/news/dot-relaxes-deadline-for-missouri-river-bridge-choices-by-pierre-and-fort-pierre/article_1f87baa4-fce1-11e7-8bd4-d358c56633b8.html 3

  4. Secretarys Letter Follow Up Key issues: 1. Stafford, Fredericksburg and Spotsylvania have been experiencing high population growth over the last 20 years. 2. Those localities, while having east-west connections such as Route 610, Route 17 and Route 3, suffer from a lack of north-south transportation facilities west of the I-95 East West Study Official Title: FAMPO Intraregional Multimodal East-West Mobility Study corridor. This leads to I-95, and to a lesser extent, Route 1 serving as the region's "Main St. Project will be divided into two phases: Despite significant investment in the I-95 corridor in recent years (FredEx, Rappahannock River Bridge widening), congestion remains an issue and forecast growth in the region through 2050 looks to continue impacting the transportation network. Phase I To identify Multimodal Transit, TDM & related improvements to improve intraregional East-West mobility. Phase II To identify further roadway & bike/pedestrian improvements to improve East-West mobility and complete transit and roadway ROW engineering where applicable practice. VDOT uses Weldon Cooper Center for Public Service population forecasts in all VDOT-developed travel demand models to serve as a benchmark or "guardrail" in the development of socioeconomic data. VDOT guidance indicates that MPO population forecasts used in travel demand modeling remain within +/-10% of the Weldon Cooper estimates. The FAMPO model region as a whole is currently over 12.5% greater With respect to socioeconomic data, we noted that in our review of the FAMPO regional model, the forecast population growth to 2050 is outside of our recommended best 4

  5. Secretarys Letter Follow Up East West Study Based on these reviews, we believe the region should revisit the population forecasts and adjust them to fall within +10% of the Weldon Cooper 2050 estimates. While this will not fully address the future congestion issue, it will likely decrease the severity. This exercise could Official Title: FAMPO Intraregional Multimodal East-West Mobility Study also lend itself to development of additional growth "scenarios" that could be evaluated in the regional model. Project will be divided into two phases: The consideration of alternate futures may be useful to both the technical committee and Policy Board. Many MPOs in Virginia conduct scenario planning- considering the impacts of multiple scenarios of population and employment growth, assumptions on where growth occurs within the region in the future, the density of the that growth and types of land uses. They also consider alternate types of improvements to the transportation network to get a sense of how that could impact performance in the future. Both HRTPO and PlanRVA have had recent experience with scenario planning and would be good resources should the MPO want to go this route. Phase I To identify Multimodal Transit, TDM & related improvements to improve intraregional East-West mobility. Phase II To identify further roadway & bike/pedestrian improvements to improve East-West mobility and complete transit and roadway ROW engineering where applicable 5

  6. Organization East West Study In April we will be presenting the Draft Unified Planning Work Program (UPWP) for Official Title: FAMPO Intraregional Multimodal East-West Mobility Study FY26 to committees and to send out for public comment. Project will be divided into two phases: FAMPO budget is part of the FY26 GWRC budget which will be reviewed by GWRC Board. Phase I To identify Multimodal Transit, TDM & related improvements to improve intraregional East-West mobility. Staff have been working with rural localities to develop a rural TAC as rural counties are not full members of FAMPO and Rural TAC will better address their technical needs. Phase II To identify further roadway & bike/pedestrian improvements to improve East-West mobility and complete transit and roadway ROW engineering where applicable Just In: CMAQ/STBG allocations for this year Show a reduction from last round. 6
