Welcome to 2025 East West Study A very Happy New Year to all Policy Committee members, Members of the Public, and State Agencies attending the meeting tonight! Welcome to FAMPO 2025. Official Title: FAMPO Intraregional Multimodal East-West Mobility Study We kick off the new year amid snow and delays, but with renewed enthusiasm for the new year. Project will be divided into two phases: Phase I To identify Multimodal Transit, TDM & related improvements to improve intraregional East-West mobility. Welcome to 2025 East West Study Staff have reached out to the localities and state partners to confirm their members for the four FAMPO Committees for 2025. Official Title: FAMPO Intraregional Multimodal East-West Mobility Study We don t have all the official responses from the localities and agencies yet, but we welcome the new faces to our committees and offer our assistance as staff for orientation and to supply materials. Project will be divided into two phases: Phase I To identify Multimodal Transit, TDM & related improvements to improve intraregional East-West mobility. Phase II To identify further roadway & bike/pedestrian improvements to improve East-West mobility and complete transit and roadway ROW engineering where applicable Welcome to FAMPO! 3
The year ahead East West Study Projects we will work on, or complete, in 2025: SS4A supplemental planning study three additional roadway safety studies Official Title: FAMPO Intraregional Multimodal East-West Mobility Study Complete the River Crossing Pre-NEPA/PEL-like study Project will be divided into two phases: New Post River Crossing mini feasibility study Complete Streets Study for the urbanized portion of the region Phase I To identify Multimodal Transit, TDM & related improvements to improve intraregional East-West mobility. Consideration of forming a rural TAC Phase II To identify further roadway & bike/pedestrian improvements to improve East-West mobility and complete transit and roadway ROW engineering where applicable Prepare the FY26 Unified Planning Work Program (UPWP) (This would be a GWRC decision) Consider amending the CMAQ/STBG methodology to simplify the process VDOT Pipeline and Stars studies. 4
The year ahead East West Study Other items worth mentioning: Official Title: FAMPO Intraregional Multimodal East-West Mobility Study SMARTSCALE Round 6 Scores will be out in January Project will be divided into two phases: Final Funding approved by the CTB will be out in June after any adjustments Spring Transportation Secretary Public hearings on SYIP Phase I To identify Multimodal Transit, TDM & related improvements to improve intraregional East-West mobility. In July, FAMPO will work on amending the CLRP (Constrained Long Range Phase II To identify further roadway & bike/pedestrian improvements to improve East-West mobility and complete transit and roadway ROW engineering where applicable added to the CLRP. 2 Year Planning East West Study Long Range Plan Process: Complete the 2055 LRTP by March 2027 Official Title: FAMPO Intraregional Multimodal East-West Mobility Study Startthe Update by March 2026 (14 Months from now) We use a consultant for certain aspects of the process e.g. The System Performance Report Set aside budget for this when we allocate the next round of CMAQ/STBG Decide whether to complete a scenario planning exercise, which needs to be done before we write the LRTP. This would need to occur in FY26 as it comes before we write the LRTP Chapter 7 and informs the projects that we chose to invest in. FY26 starts on 1 July this year. What is Scenario Planning? Official Title: FAMPO Intraregional Multimodal East-West Mobility Study Scenario planning is [ ] strategic planning that uses alternate narratives of plausible futures (or future states) to play out decisions in an effort to make more informed choices and create plans for the future. Federal Highway Administration FAMPO has always had a chapter (Chapter 7) on Scenario Planning Future trends FAMPO last conducted a scenario Planning workshop in 2012 Very out of date. FY26 East West Study Staff will begin preparing the FY26 UPWP and internal FAMPO Budget soon Official Title: FAMPO Intraregional Multimodal East-West Mobility Study If our committees have any new items that we should plan for in FY26 please let us know. We will also begin working on the internal budget as soon as we get grant estimates from our partner agencies.
