FCC Task Force on Optimal PSAP Architecture - Cybersecurity Phase II
This content focuses on the Phase II approach of the FCC Task Force on Optimal PSAP Architecture, particularly delving into the Emergency Communications Cybersecurity Center (EC3) concept. The Task Force aims to study the model's operations, costs, integration possibilities with other models, and address identity credentialing and access management within the EC3 environment. Additionally, it explores leveraging existing products and workforce training for cybersecurity readiness.

FCC Task Force on Optimal PSAP Architecture HomeButton.png Phase II Tasking In-Depth Review of Emergency Communications Cybersecurity Center (EC3) Concept The Task Force adopted WG1 s recommendation calling for creation of an additional PSAP security layer known as the Emergency Communications Cybersecurity Center (EC3). The Task Force will conduct in-depth study of this model, including what operations and costs might look like if established on local, state or regional level; alternative solutions that achieve the same end goal and their associated costs; and specific opportunities for the EC3 to integrate efficiently with the NCCIC and MSISAC models. The Task Force would also make specific recommendations with respect to how identity credentialing and access management would be addressed in the EC3 environment. 2 2

HomeButton.png Approach No need to re-invent the wheel Viable opportunity to capitalize on existing COTS products, real-world implementations and knowledge. Propose to invite prospective vendors in this space to make a single, targeted presentation to the WG and describe their possible approach, architecture, alternatives, and high level (ROM) costs. Initial work will be to extract specifics from report and proposed architecture, flesh out any areas that might require additional information to elicit a quality response, then contact existing or potential providers to coordinate presentation and information exchange. 4 4
HomeButton.png Additional Work - Workforce Training Workforce Training and Education Utilize workforce training information identified, and specified, in WG1 original report as baseline for contribution to this effort Provide subject matter expertise with regard to cyber workforce training Assist in incorporating existing TFOPA Cyber (WG1) and CSRIC V workforce recommendations into the TFOPA approach 5 5
