FEDERAL PROGRAMS USED AT THE SCHOOL Impact Aid Title Comprehensive Support and Improvement ESSR I, II, III
WHAT IS IMPACT AID? Impact Aid is a Federal education program that reimburses school districts for the lost revenue and additional costs associated with the presence of nontaxable Federal property. Because most public school districts are funded largely through local taxes and fees, and because Federal land is exempt from taxation, as are many of the businesses and facilities located on that land, districts are containing Federal property are at a financial disadvantage in funding their schools. https://oese.ed.gov/offices/office-of-formula-grants/impact-aid-program/
HOW DOES OBERON USE IMPACT AID? Oberon School District (OSD) receives Impact Aid based on the number of its students that live on Tribal Land and can identify Native American heritage. Varies with student count and how much is allocated by the Federal government. The Impact Aid that the school receives is unrestricted. WHAT IS ESSER I, II, III? Elementary and Secondary School Emergency Relief fund. Was implemented to help schools across the country offset a wide range of operational costs due to COVID-19.
LOSS OF LEARNING AND FUTURE PLANS FOR ESSER Counselor to provide for mental health and socio-emotional learning. Used to pay a portion of teacher salaries. Looking to use in funding additional positions within the school. Attendance officer. Reading Interventionist. Math Interventionist. Additional training for teachers and staff.
HOW IS ESSER BEING USED IN OUR SCHOOL? Early on, ESSER was used to address the costs brought on by schools dealing with COVID-19. Much of the earlier expenses were focused on providing cleaning in the school, to provide as safe of a learning environment as possible. Used to pay for extra hours of cleaning. Buying additional cleaning supplies. Providing PPE (masks). Air Conditioning unit, to be installed, to provide better quality air.

WHAT IS TITLE I? HOW WE USE TITLE Title I Used to fund Title I teacher position. Provides reading intervention to students below grade level. Funds the classroom Paraprofessional positions. Provide support for classroom teachers in working with groups and individual students. Funds a portion of the School Counselor position. Title II Funds the different professional development opportunities for teachers and staff. Title IV Used to support Socio-Emotional learning in students. Dr. Clayton Small has worked with our students this year, once in the fall and once in this spring.
WHAT IS CSI? CSI is a designation, by the state, and stands for Comprehensive Support and Improvement. Schools that receive this designation are Title I Schoolwide, have an enrollment of disadvantaged sub-groups, and test in the bottom 5% of schools in the state. Oberon received this designation in 2018 and was on a three year plan. The 2021-22 school year was a freeze status due to Covid-19. In the 2022-2023 School year, a new three-year cycle began.
HOW DOES OBERON USE CSI? In prior years, Oberon has worked with a company known as EdDirection, which provided educational coaching to teachers and staff. OSD has also used CSI funding to provide much needed updates to technology such as the Smartboads in the classrooms, and universal chromebooks. This year, CSI funds were used to provide training opportunities for school board members. It will also help the school obtain a reading curriculum designed specifically around intervention. This next year, we are planning to create a new part-time reading interventionist position through the funding.
