What are the responsibilities of BLM? According to FMR 102-75.60, BLM s responsibilities concerning utilization of excess property include the following: 1. Survey real property under its control at least annually to identify property that is not utilized, underutilized, or not being put to optimum use. 2. Maintain its inventory of real property at the absolute minimum consistent with economical and efficient conduct of the affairs of the agency. 3. Promptly report to GSA all excess property according to the Helium Stewardship Act. To report property excess to GSA, BLM must complete all due diligence information on the property, including the Standard Form 118 andits attachments. 2

What does the ROE package consist of? Standard Form (SF) 118 Standard Form 118A Building, Structures, Utilities, and Miscellaneous Facilities Standard Form 118B Land Standard Form 118C Related Personal Property Excess Real Property (ERP) Checklist Title documentation Legal description of the property Environmental documentation Photos and maps 5
Federal Helium Assets to be Sold Mineral rights to Bush Dome Reservoir Cliffside Plant Facility, Gas Wells, and Pipelines Central Compression Natural Gas Chiller Skid and NGL Storage Crude Helium Pipeline, Meters, and Cathodic Protection Satanta Maintenance Station Does not include CRLP compression and refining equipment 6
Steps Completed So Far BLM and GSA has successfully entered into a Memorandum of Agreement to work together. Phase I Environmental Report has been completed with no outstanding Recognized Environmental Conditions. 7
What Is Happening Now? GSA is assisting BLM with their title work which is approximately 95% complete. National Historic Preservation (NHPA) consultations. Data Room GSA is compiling a list of interested buyers. Target Date for reporting the property excess is October 1, 2020. 8
