In addition to the annual meeting, IBSC44, the IBSC is working on the following tasks : Review of conditional recognition submissions from IBSC44 Review of the IBSC standards and maintain IBSC Publications Review of the IBSC43 Conditional Recognition submissions Review of the Guidelines, companion document to the Standards to be republished as Version 2.1.2 during 2021 Planning priority onsite visits (on hold due to travel restrictions) Planning for workshop later in 2021 to complete intersessional reviews and other imperatives Continuing to develop a succession plan for IBSC membership IRCC13 5 VTC, 23 25 June, 2021

Constraints to conduct IBSC Work Program due to pandemic Institutions Issues to keep courses running Continuing initial poor quality of submissions resulting in remedial iterations causing heavy IBSC workload. Low appreciation by institutions of the requirements of the revised Standards. Apparent lack of attention to Guidelines document and FAQs and White Paper. Subsequent IBSC increasing workload. Need to place planned onsite visits programme on hold. Many institutions still not reporting annually as required. IRCC13 7 VTC, 23 25 June, 2021

  9. Ongoing Challenges from Covid Ongoing Challenges from Covid- -19: 19: The Institutions Modified teaching strategy to deal with the impact of the COVID-19. Adapted very quickly and well, developing and implementing remote learning strategies for the theoretical classes and delaying appropriately the delivery of the practical classes. The IBSC The potential impacts from COVID-19 on the future programme of the IBSC are: November 2021, IBSC internal workshop, will be conducted as conditions permit. Potential impact on the conduct of IBSC45 for Board and Hosts. In the event IBSC45 is impacted, a virtual meeting will be conducted based on the relatively successful arrangements for IBSC44. HSSC Decision 13/57 HSSC Decision 13/57 - - Concern of IBSC Concern of IBSC Following a proposal from the HSWG to act as focal group for user and industry experience of individual hydrographic accreditation/certification to collate feedback to IBSC, HSSC confirmed that this role was not in the approved HSWG TORs, and the HSWG Work Programme was already extensive. If appropriate, HSWG (is) to report at the next HSSC meeting whether HSWG considers there is a need to amend its HSWG TORs to establish and support IBSC in the future as a permanent task. The consensus view of the IBSC is that such a role being assigned to the HSWG is inappropriate. The Chair will present the reasons for the IBSC view. IRCC13 10 VTC, 23 25 June, 2021

The IRCC is invited to: The IRCC is invited to: a) Note this report. b) Acknowledge the work done by the IBSC members despite the difficulties imposed by the VTC format of IBSC44, to review all 14 submissions received as well as offering intersessional revisions to 9. c) Encourage Member States and submitting institutions to engage with the IHO Secretariat early in the process of them preparing submissions for programme recognition. d) Encourage Member States and submitting institutions to consult the Guidelines, the FAQs and the White Paper early in the process of preparing submissions for programme recognition. e) Agree with the IBSC Proposed Work Plan Q2 2021 to Q2 2022 (Annex B). f) Ask HSSC to consider withdrawing decision HSSC13/57 and instructing HSWG to review their TOR and liaise with IBSC before proposing any actions relating to the IBSC's role. g) Take any other actions as appropriate.
