General Timeline for Monitoring Review Monitoring Unit will: Download items from MFT site Review Questionnaire Return Administrative and Fiscal sampled lists to LWDB via MFT upload About 2 weeks prior to review week Draws or Months for GL reports, Personnel, Procurements & Contracts, Property & Inventory, Incumbent Worker, and Stevens Amendment Samples About 1 week prior to review week Specific fiscal transactions Entrance Letter 6 Weeks prior to scheduled date 3 Weeks to respond Return Pre-Monitoring Questionnaire Upload items to MFT site Email: workforcemonitoring@esd.wa.gov MFT holds items for 2 weeks then 7

Changes to PY23 Monitoring Tools PY23 Pre-Monitoring Questionnaire: Combined questionnaire and items requested in advance (1 document this year) Removed duplicative items and questions Reworded questions and items for less confusion Updates in 1.3 Policies & Procedures section to align with WIN0139 Replaced some provide a list requests with tables imbedded in the tool Integrated risk assessment questions to align with ETA Core Monitoring Guide Alignment of One-Stop certification section to updated policy Addition of Stevens Amendment review (Section 1.14 Public Law Disclosures) 10
Changes to PY23 Monitoring Tools PY23 Administrative and Fiscal Monitoring Tool: Updates in 1.3 Policies & Procedures section to align with WIN0139 Updates to 1.4 Administrative Controls, Monitoring, and One-Stop Certification to align with ESD Policy 1016 Shift of subrecipient audit reviews from section 1.10 Single Audit into section 1.4 with other subrecipient monitoring review Addition of section 1.14 Public Law Disclosures (Stevens Amendment) Removal of individual repetitive discretionary tools at the end Updated citations and select language copied into the left column especially for newer policies Property and Inventory review is back in PY23 (every other year review) 22
