THE LANGUAGE FLAGSHIP The Language Flagship is a partnership between the National Security Education Program and U.S. Institutions of Higher Education with the mission of creating new models of language learning that produce college graduates of all majors with professional-level or Interagency Language Roundtable Level 3 (ILR 3) proficiency in Arabic, Chinese, Korean, Persian, Portuguese, and Russian.

PROGRAM OBJECTIVES Strengthen programs for undergraduate students of all majors and disciplines that teach Flagship target languages to the professional level (ILR 3) and beyond to improve the national pool of U.S. citizens who are proficient in critical languages; Provide students at all levels with opportunities and additional support for language learning leading to professional-level proficiency; Provide students at all levels with expertise in the culture of the regions where Flagship target languages are spoken with the goal of producing Flagship graduates who are not only language proficient but also culturally knowledgeable and aware;

PROGRAM OBJECTIVES Integrate effective use of language learning technology into pedagogy and student learning tools; Articulate Domestic Flagship Program instruction with high-quality instruction in an Overseas or Domestic Flagship Center; Achieve Flagship undergraduate student enrollment, retention and completion rates that maximize the number of students completing the entire domestic and capstone program with students achieving Flagship Certification;

PROGRAM OBJECTIVES Increase the number of Flagship graduates with federal service commitments through participation in Boren and ROTC Scholarship opportunities intended for Flagship students; Provide professional development opportunities for Flagship faculty, instructors, and staff on student-centered and outcomes-based teaching and learning and to develop their professional and leadership skills to ensure program sustainability; and Increase institutionalization and sustainability of Flagship Programs and practices over time and secure long-term institutional commitment to improving language learning.

  8. ELIGIBILITY U.S. Institutions of Higher Education with strong existing target language programs and demonstrated experience delivering high- quality undergraduate language instruction. Applicants must certify that their institution does not host a Confucius Institute or that they have obtained the appropriate DoD waiver. Common eligibility questions: Public vs. private institutions Big vs. small institutions Established majors and minors Multiple languages at the same institution Consortia models

  9. LANGUAGE-SPECIFIC REQUIREMENTS Arabic, Chinese, and Russian Flagship students must receive the following training as part of their domestic program to ensure adequate preparation for the capstone program: Arabic Chinese Advanced training in Modern Standard Arabic, and Levantine or Egyptian Dialect Functional training Moroccan Arabic dialect Simplified characters Classical Chinese and command of classical structures common in contemporary formal written Chinese Russian Advanced spoken Chinese with proper tones and control of idiomatic speech Ability to read and write using both Classical and Advanced training in Russian Functional preparation in the Kazakh language

  10. DOMESTIC ONLY APPLICATIONS The Korean, Persian, and Portuguese 2020-2024 Flagship Open Grant Competition guidelines included funding for the Capstone year program. The current 2024-2028 Flagship Open Grant Competition application guidelines request only proposals for Domestic Undergraduate Flagship Programs. An Open Competition for all Flagship Capstone programs will be held next year.

EVALUATION CRITERIA Quality of leadership, proposed administrative structure and staffing Flagship faculty; administrative structure and reporting; institutional support Institutional commitment Faculty lines; teaching staff; space; financial aid for high-need Flagship students Program integration into a long-term strategic plan Strength of linkages and collaboration with other disciplines ROTC; other disciplines and departments Advising and addressing barriers for students

EVALUATION CRITERIA Strength of proposed curriculum design Novice through advanced levels, including pathways to professional proficiency for a range of levels; domain training through state-of-the-art methods and approaches Plan for articulation with the Capstone Flagship Center; cultural preparation for overseas studies; relevant dialect training Assessment practices Exposure to language Intensive instruction; individual and group tutoring; blended learning; immersive programs

  13. EVALUATION CRITERIA Incorporation of pedagogical best practices and professional development Proposal demonstrates a plan to build on existing successful practices in effective language teaching at the applying institution. Professional development opportunities for faculty and instructional staff in second language acquisition; proficiency-based teaching; Flagship best practices Strength of recruitment, enrollment, and retention plan Existing and potential recruiting pool; on- and off- campus plans; retention strategies Budget and Cost Effectiveness Maximize educational value per dollar; leverage additional funds

  14. FUNDING DETAILS Anticipate making the following number of cost-reimbursable awards: Arabic Chinese Korean Persian Portuguese Russian 5 7 8 15 1 3 1 3 1 3 5 10 $275,000 - $325,000 per Project Year for each program. Higher funding up to $375,000 will be considered for applicants who demonstrate consistent registered Flagship enrollments over 60 and success in qualifying students for the capstone program Student support funding is awarded through a separate, annual process after receipt of a core award
