INTRODUCTION The Regional Flagship Languages Initiatives (RFLIs), initiatives of The Language Flagship, are designed to increase the number of Boren Scholars and Fellows engaged in the study of French, Hindi, Indonesian, Swahili, Thai, Turkish, and Vietnamese. Their purpose is to help meet the critical need for specialists in a range of professional fields who can operate at the advanced proficiency level in these languages. DLNSEO is introducing Thai and Vietnamese program opportunities in this competition cycle, recognizing the importance of these languages in the region.
THE BOREN AWARDS OVERVIEW Scholarships (undergraduate) and Fellowships (graduate) funded by NSEP and administered by IIE Focus on: Long-term study abroad Serious language study US national security and public service Federal service requirement
THE BOREN AWARDS AND RFLIs RFLI student program expenses are fully funded and will be awarded directly to Boren Scholars and Fellows by IIE. Participants will be determined through the standard Boren selection panel process (March April), conducted by IIE. Only Boren award recipients may participate in the programs. There is no minimum proficiency requirement with the exception of AFLI French (1+ / IH). High levels of coordination with Boren Awards staff at IIE
PROGRAM CYCLE Fall 2023 Spring 2024 Summer 2024 Fall 2024 Students apply for Boren Awards. RFLI Boren Awardees attend summer domestic program. RFLI Boren Awardees attend fall overseas program. IIE runs Boren selection panels to determine RFLI participants. Notifications in mid-April.
DOMESTIC SUMMER INTENSIVE COMPONENT Minimum of 8 weeks in length Curricular design: Accommodates a variety of language levels Maximizes exposure to and significant and sustained use of the target language Integrates cultural preparation Shared housing Additional interventions Opportunity to add additional languages of South Africa, Ghana, Senegal or India Assessment
DOMESTIC SUMMER INTENSIVE COMPONENT Experience in Language Programming Target language and/ or other critical language Academic Credit Risk Management and Participant Experience Group cohesion Quality of living conditions and student safety
OVERSEAS FALL COMPONENT Site Development Location Advanced French: Sub-Saharan Africa Hindi: India Indonesian: Indonesia Swahili: Kenya / Tanzania Thai: Thailand Turkish: Azerbaijan Vietnamese: Vietnam The Overseas Partner
OVERSEAS FALL COMPONENT Academic Credit Curricular Design: Articulation with the intensive summer program Accommodates a variety of language levels Enhancements that develop linguistic, regional and cultural expertise Maximum exposure to and significant use of target language Assessment
OVERSEAS FALL COMPONENT Administration and Management Risk Management and Student Support Housing: Maximum language usage Safety and security
ELIGIBILITY U.S. Institutions of Higher Education Evidence of past success in delivering high quality instruction in the target languages and/ or other critical languages
EVALUATION CRITERIA Plan of Operation Maximum Exposure to Language Experience in Critical Language Programming Assessment Risk Management and Student Support Coordination and Articulation Budget and Cost Effectiveness
FUNDING DETAILS Up to $300,000 per Project Year per language, covering administrative costs associated with the development and implementation of the domestic summer intensive and fall overseas programs, as well as spring planning. $100,000 awarded for the Planning & Coordination period lasting from September 1, 2023, to May 31, 2024. Up to $25,000 awarded for additional, domestic-only languages. All student costs will be provided to participants through individual Boren Scholarships and Fellowships, and should not be included in the proposal budget Student costs should be detailed in the submitted cost of attendance Potential to renew three additional years, contingent upon success of the program and the future availability of funds
